Description: America refused to believe, because it did not want to believe, that the European war was real or serious. Senator Vandeberg termed it "twenty-five people and propaganda." Roosevelt was disappointed saying, "Even a neutral cannot be asked to close his mind and conscience." He worked as well as he could against the isolationist restrictions and neutrality laws, finally persuading congress to repeat the arms embargo.
