Description: Depicts the Robert F. Kennedy Youth Center in Morgantown, West Virginia, as one of minimum security which stresses freedom and responsibility for its "students," all of whom are serving federal sentences. Emphasizes that glass walls replace iron bars and the spacious West Virginia mountains replace fences. Explains that the center groups students with similar behavioral problems and places them together in their own living quarters or cottages.
