KTLA News: "Mayor Tom Bradley talks about revenue sharing and school funding" (1974)

[Mayor Tom Bradley]...fighting a desperate but, I think, a losing battle there. Yes? [Unknown reporter] Recently the courts reaffirmed the...mandates that... ...to act with due speed rather than sitting on it for another five years? [Bradley] Well, I don't think that we need do anything now. The courts are going to... uh... take the appropriate action and see that it is done. My hope is that they don't try to move so swiftly now that they come up with a half-baked idea as to how to properly finance schools. My guess is that it will be next year before any effective program has developed. I think that in the light of the political year of 1974 it's not likely they're going to come up with a kind of comprehensive program that many of us feel will be necessary. I think that there were many who recognized that the action's taken under SB 90 and other actions by the state legislature really did not respond to the Serrano decision and the recent action by Judge Jefferson have now confirmed that and I think the legislature now has a job on its hand and I hope they're going to respond. [Unknown reporter] Could you review revenue sharing for us and some of the possible programs that the City and the school district can work jointly on? [Bradley] The revenue sharing programs which are now under discussion, deal primarily with the community development, some of our housing programs, uh...uh... the model cities programs and some of the others and there is no clear indication at this point when or if such a bill is going to pass The revenue sharing which we are now enjoying, simply allocated to the various cities, Los Angeles get something about 40 million dollars a year, that has simply been merged with the rest of our income and then allocated along with other budgetary allocations of money. I think that we're going to have to begin to prepare and we've actually asked for some additional funding to give us increased capability to take a look at the long-range needs and to develop priorities as to how we will spend revenue sharing money if in fact the new bills should pass. So I think it's, at this point, a little bit early for us to tell you exactly how those programs are going to operate and whether or not there can be the kind of... of a... [Unknown reporter] ...the City did not continue to fund the educational part of their package. So I wonder if there was something in the offering that... [Bradley]...applied on a continuing basis until the new programs are fully effective and funded. Uh...it appears now that we're going to have some better prospect of continuing model cities. Last week... ...we really have not taken the kind of careful look that we need to at this question... ...of money which the City has put in- some two million eight hundred thousand dollars added to the... ...in the purview of that law. So, curfew in and of itself, really has not been an effective... ...a couple of years of that process. I've asked them take a look at the ordinance now to see what change need to be made because... ...report a theft or a burglary and that's the reason these figures are so disporportionate.
