Surveys economic and educational problems of Appalachia. Emphasizes the effects of unemployment caused by automation and strip coal mining and by the exhaustion of farm land in Clay County, eastern Kentucky. Describes poor public services and educational facilities and explains why the population of the area is declining although the birth rate is high. Discusses state and federal programs and plans for Appalachia.
