foreign [Music] today most people live in cities in order to live together comfortably and safely need a city government a city government does things for all the people of a city like keeping roads repaired and the city government passes laws to help people get along with one another my name is Eric darstead and I am a part of our city government although not all cities are governed in exactly the same way I'd like to tell you about the government of our city so that you may have a better idea about the government of your city the government of our city helps provide for the protection and safety of the people who live here [Applause] thank you our city government hires many people to do the work of keeping our community clean and healthy [Music] it hires people to regulate traffic and to provide transportation within the city it even provides places where people can go to enjoy themselves the people who live in a city need a government to provide services and to make laws to help run their city government they choose a few people from among themselves I decided I wanted to serve my community by becoming a part of our city government a member of the city council I did my best to explain to my fellow citizens my ideas for meeting the needs of our city election day is the day when people vote it is the day when the people decide who shall represent them in a private booth where no one else can see each person marks the names of the people he would like to have speak for him in the city government because the voters liked my ideas I was elected a councilman a member of the city council now I represent the people who elected me I speak and act for them in the city government Council meetings are not exactly alike in all cities at our meetings in addition to the councilman the heads of City departments the City attorney and the city clerk are present the meetings are recorded and they are also written up by reporters from the newspapers this helps keep all the people informed about what the council decides and how its members voted let's see how city government works citizens elect certain people to represent them the city government makes laws and provides services for all the people foreign governments have two main parts the city council makes the laws for the city then the mayor or city manager sees that the laws are carried out [Music] [Applause] the members of the city council represent the citizens because they are chosen to speak and act for the people what they agree on becomes law which everyone in the city must obey in order to find out what the people I represent want done I talk to them this man wants me to help pass a new city law many riding horses are kept in the neighborhood where he lives but the neighborhood is becoming crowded so he and others want a law passed saying that no horses may be kept in the city members of the community have the right to say what they think when the city council is deciding on a new law not all of the people agree on every law and not all the councilmen agree on every law but if the majority of the councilman agree the law is passed and it must be obeyed by everyone this is a city courtroom it too is a part of city government hear judges and sometimes juries decide what should be done when people break laws because everyone must obey the laws it is important that everyone take part in selecting the representatives who make the laws the kind of government where citizens elect representatives is called a representative democracy people of the city meet the cost of their government with special payments called taxes the city council makes the laws which direct how taxes will be spent but it is the mayor or city manager who sees that the money is used properly the mayor or city manager is in charge of all the Departments of city government he must see that all the laws passed by the city council are carried out city government is a big job it takes many people in addition to representatives and other leaders to carry out the many laws and to take care of the many services the city provides city government is a job that is never finished growth and change must be provided for foreign [Music] the people have elected representatives to help make the city a better place in which to live [Music]
