He takes a critical look at experiments in worker participation in the United States and Europe, including International Group Plans, the Rushton Mine, and General Motors. Unionists and workers disagree about the desireability of worker participation: worker interests can best be maintained through an "adversarial relationship", says William Winpisinger, president of the Machinists Union, but a London dockworker maintains that "through participation we are being prepared for the ultimate -- worker control".
