It is United States Army policy to use the least amount of force necessary in riot control. There are six priorities of force which can be used. First, a show of force. In many instances, the mere physical appearance of troops in formation will cause a mob to disperse peacefully. Second, the use of the riot control formations you have just seen. Third, water from high-pressure hoses may be used effectively, particularly in cold weather, without serious injury to members of the mob. Fourth, the use of riot control agents. These agents are very effective. However, they should always be used in such a manner as to allow rioters an avenue of escape. [Music] Fifth, rifle fire by selected marksmen. This priority is a defensive measure used only against a sniper who is firing on a troop formation.
