Part 1 - Report on Atlanta's juvenile court system telling the story of a 10-year-old boy from a poor white neighborhood whose outbursts of rage and hostility lead to his arrest. Points out that children of the poor are left vulnerable to handicaps of their families and wrath of society. Part II - Look at life in a low income black community showing how the rigidities of the welfare system help to intensify the problems created by poverty and overcrowding.
