A civic action effort on the part of U.S. forces, the hospital was established as a public service to lead the Vietnamese people towards peace and civil functionality, and to symbolize the "sincerity of our efforts to win the hearts and minds of the Vietnamese." The film gives examples of patients being examined and treated, and explains the ways in which Vietnamese women were trained as nurses in an effort to establish operations that could be continued even after U.S. forces had departed.
