MS of man putting out cigarette and talking to another man. He is a doctor and is asked to talk about the Mau Xau uprising in Africa. It is only contained in a small part of Kenya. This is a result of a large population increase with no expansion of resources for everyone. This is what is called the “development of the thug element”. The future is not too bleak... they must eliminate the “thugs” and get to the root of the problem.
