Describes redlining, the practice of some banks and other mortgage lending institutions of refusing to make loans in neighborhoods that appear to be declining because of social, economic, or racial changes, and illustrates how an innovative program can revitalize such neighborhoods. Profiles the Neighborhood Housing Services (NHS) in the Madisonville neighborhood of Cincinnati, where home owners, local lending institutions, city authorities, foundations, and a small, well-trained staff work together to obtain loans for renovation and home improvement and to improve city services such as street repairs, lighting, and recreational facilities.
