Complete Record: "What started as a simple tutoring program in three elementary schools in Los Angeles several years ago soon developed into a broad lesson about the struggles and risks of introducing innovations. The tutoring program began with the notion that children could help each other learn. But in working out the details, the students, teachers, administrators, and parents found themselves involved in a much wider collaborative effort to improve their schools. The goal of a genuine community in which there is open and direct communication with shared responsibility became the basis for long, intense, and sometimes angry discussions and debate.
