Reel 1: Segment 1 (sound): Interview with man in glasses. "Well, this is simply a contract between the EOC and Mr. Frontera to prepare a report based on his actual experience, and the factors involved in developing area service centers. It's true that he was paid immediately, but he also began work immediately. He has made a couple presentations of his work, and until completely adequate satisfactory report of his work has been handed in, he will not receive any further money." Reporter: "It was charged against him and also Jose Lopez that they may have falsified their educational and income backgrounds. Is this correct?" "Well, in view of the really, sort of serious nature of these charges, we have felt that we do have to look into the matter of Mr. Lopez' application and so forth, which we are doing with his full cooperation. As far as I can see, what Mr. Frontera's situation was is really no longer germane, since he's not an employee of - " [cut off] Segment 2 (sound): Series of interviews with people in the lobby of what is likely San Jose's City Hall about whether or not it should be moved back to downtown San Jose. There is a Directory sign on the wall in the background. First person: "Well, I think for the city of San Jose it's a good thing. This is what they want. They've lost a lot of business, as I understand, so -- " Second person: "I think it's a good idea because it would keep the merchants there occupied again, and as a matter of fact, as it is now they're moving out of town. If we don't move back to San Jose, why I think pretty soon San Jose'll be dead." Reporter: "You mean downtown area?" "Downtown area would be dead. We need something -- some of the merchants and other people working in here to go and do their shopping downtown instead of going someplace else." Third person: "I don't know too much about it. However, amongst the employees they feel that a downtown location would be best for the city. Better than -- Better than the situation that is presently, yes." Fourth person: "I think it's nice out here." Reporter: "You see no reason to move back downtown?" "Well, no, it's so congested down there, too. We're better off here." Fifth person: "Oh, I think it's a good idea, moving downtown. That's where all the businesses are and I think they'd have more businesses if they move it downtown." Sixth person: "I think it oughtta be back downtown. It's too far out here." Seventh person: "As an employee, I think it would probably help downtown San Jose a lot." Reporter: Which office do you work in?" "Building department." Reporter: "Would it be good for you?" "Oh yes, we need space..." Segment 3 (silent): People waiting at the Greyhound Bus desk. Reel 2: Segment 1 (silent): Police onsite at a mobile home park, at the Guerra mobile home. Police activity in and around the home. A policeman points to something on the floor inside the home. Police examine a broken fence nearby. Several children are seen playing in the vicinity. Segment 2 (sound): Interview with woman seated on patio furniture, who lives close to the mobile home park. "Yeah, I saw the children around here with fireworks." Reporter: Well, you were asleep at the time, then --" "I wasn't asleep. I was in there in the back listening to the news and I heard the noise, and I come running out, and had to chase the children away. They got my fence broken down, and three men came along, and told a woman she should go with them or they would kill her too." Reporter: "Did you see them actually run away?" "I didn't see anything. No, I just come out here as a nervous wreck over the whole thing - " Segment 3 (sound): Interview with man with mustache, who appears to be Belgian. "Well, on the one hand the Congo has a relatively stable government at this time. That's a positive factor. On the other hand, there seems to be some strain in the relationship between the Congo and Europe, with Belgium in particular, and that gives some uneasiness in European circles. That's a bad thing." Reporter: "Is Belgium re-investing in the Congo?" "Not at this particular time, because only last week the Congolese government asked all foreign interests to renew their concessions with the Congolese government. This was interpreted as a sign of perhaps distrust, and therefore I think most of the interests will wait a little and see what happens." Segment 4 (silent): Firefighters on scene at an industrial site, putting out a fire in a large pile of boxes. "MFD" on their jackets. [Could be Milpitas Fire Department, or Monterey Fire Department]. Several of the firefighters are standing next to boxes marked "Briquets." Reel 3: Segment 1 (sound): Interview by Dennis Rowedder of doctor outside Santa Cruz County Hospital. "The Board of Supervisors had an official meeting this morning in order to tell me, the medical director, and the health officer, Dr. Gilbert Dunahue, to accept all the resignations of nurses not withdrawn by midnight, Thursday, August 11th, 1966, and to commence recruiting to fill any vacancies left in the Santa Cruz County Hospital." Reporter: "Have you any idea where you may start looking for nurses to replace the nurses who resigned?" "No, that would be up to the personnel director. Dr. Dunahue has just phoned me -- he's the public health officer -- and has notified me that he is having a meeting with his nurses at 4 o'clock this evening to try to persuade them to withdraw their resignations now, but that doesn't include my nurses here at the county hospital." Reporter: "Meanwhile, are you putting any emergency measures into operation at the hospital?" "We may have to within the next 48 hours." Segment 2 (silent): Short clip of a large auditorium filled with nurses seated in chairs. Segment 3 (sound): Interview with representative of nurses or hospital administrators. "Well, the next step is to meet with the employers on Friday morning." Reporter: "What will you tell them at that time?" "Well, we've already given them our proposals. Late last week we fleshed this out with some specific details. We expect Friday morning that the employers will come back with their position. It really will not be unit after our meeting is over that we know where we'll go." Reporter: "But at that time Friday, will you be laying down specific wage requests and working conditions and so forth?" "Well, I'm sure we'll be discussing them. We have already given them our basic demands, including wage demands, and some 24 o4 25 other proposals." Reporter: "What happens if these proposals are turned down flatly, is there a possibility that District 12 will go the same route as the San Francisco nurses situation up there, submitting to a fact-finding panel upstate?" "Well, it's hard to say, really, at this point. One of the things that we said last night at our meeting was that we would bring back to the nurses a situation so that they could vote on it. My own feeling is that it is simply too early to say what we might do. I hope that it isn't turned down flatly and I certainly don't expect it to be turned down flatly."
