Description: A documentary examination of urban issues in the current era of service cutbacks, reduced city workforces, tax abatements, default and fiscal crisis. In New York, the film traces the history of the city, the manipulation of city debt by the large banks, the default threat in the middle and late seventies and the consequent establishment of the Emergency Financial Control Board. New York's response is contrasted with that of Cleveland where former Mayor Dennis Kucinich urged his constituency on to a democratic referendum vote against the banking interests.
