The film then dramatizes how new consumer laws in one state(California) protect the consumer in each other. It explains provisions of the laws, responsibilities of the business involved, and the steps the consumer should take. The film ends by emphasizing that it is up to the consumer to take advantage of these laws and that no law can protect the consumer from himself
