A man finds a question mark and presents it to representatives of all major institutions but none of their answers satisfy him. Finally, in his desolation, he is joined by a woman who also carries a question mark. Their sharing seems the best answer to both questions. What is the question? Why do institutional values fail? Which value should take precedence over others?
