Pictures preplanning introduction of a bill, committee hearing, passage of the bill by the Senate, amendments in the House, consideration by a conference committee, passage of a compromise bill by Senate and House, and veto by the President. Describes changes made in the bill to conform to the wishes of the President and final passage and signing into law.
