Charlie Chaplin plays a Jewish Private fighting for the Central Powers nation of Tomainia. The Private suffers from amnesia and returns to his previous profession as a barber in the ghetto. The Barber falls in love with a neighbor, Hannah, and together they try to resist persecution by military forces. Hannah and her family flee to freedom in neighboring country of Osterlich.
