Description: Surveys the service of Wisconsin's 34 small-country mental hospitals which developed in a political tradition of local responsibility. Explains that these small custodial hospitals are in the process of change toward becoming active treatment centers for the acutely ill in a community context that provides alternatives to long-term hospitalization.
