Description: During Ben Barnes' term as Speaker of the Texas House of Representatives he recoreded a collection of reports in cooperation with local Austin television station, KTBC, for the purpose of keeping the public informed on the 60th Texas Legislature. In this report, Speaker Barnes comments on the Texas House of Represenatives' adjustment to conference committees during the 60th Texas Legislature. This proposed change restricted the power of conference committees from rewriting Senate and House legislation behind 'closed doors.' Future conference committees were only permitted to adjust legislation and not rewrite it totally.
