Shows how the entire city of London is evacuated when a leading English scientist, crazed with the knowledge that his life's work has led to the atomic bomb, threatens to destroy the city unless production of the weapon is outlawed.

Professor Willingdon (Barry Jones) works at Britain's atomic weapons development facility, the (fictitious) Wallingford Research Centre, from which he has surreptitiously taken a nuclear warhead. He threatens to destroy the centre of London in a week's time, at noon (hence the film title), unless the British government declares that it is to stop all stockpiling of nuclear warheads.
