The film reveals how the police, when encountering law breakers, must exercise flexible and responsive mental ability if the law enforcement system is not to deteriorate into an exercise. It also shows how each side must face up to the fact that they are both suffering from an identity crisis, the solution to which lies in unblocking minds and opening up to a more objective point of view., Helps 'ON THE SCENE' officers handle potentially violent situations involving individuals, small groups or 'MOBS.' Demonstrates how the officer's behavior can either increase or decrease hostility and develop either a positive or negative result.
