The first half of the film highlights fair activities such as the coronation of a beauty queen, rides, horse racing, Women's Day, and a parade featuring many ethnic community groups. These activities took place at the old Sacramento State Fairgrounds in Sacramento, California. In the second part of the film, footage includes construction of Cal Expo, aerial views of the new fairgrounds, and the arrival of California Governor Ronald Reagan and First Lady Nancy Reagan at the opening day of the fair.
