Description: This film from 1960 shot by KCRA-TV features a story on the Capitol City Rescue Mission, located in Sacramento's former West End, and an interview with it's creator, Hal Kemper. Also seen is a short statement from Governor Pat Brown on the issue of public alcoholism, and interview with Judge James M. McDonnell on the criminalization of alcoholism by reporter Stan Atkinson, and a silent segment with scenes from the mission and of the West End and what would become the Old Sacramento waterfront.
