Explains that four men appointed as justices of the peace under John Adams did not receive their commissions after Thomas Jefferson became President. Records the confrontation between Jefferson and Chief Justice Marshall on the relative power of the judiciary when the President instructed Secretary of State James Madison to ignore a court order for the documents to be delivered.
