The discovery of oil ushered in a new era of prosperity, profoundly altering the traditional ways of this small country. A government communique puts it succinctly: "We wish to make the people happy and we have the means to do it." Shows that in thirty years Kuwait has passed from tribal desert proverty to massive oil revenues.
