Reel 1: Segment 1 (silent): Visual tour of two styles of Canadian ambulances designed by Otto Kutsch and Don Hall, operators of the Calgary Ambulance Service. The ambulances were stopped on their way to an ambulance convention in Miami. Reel 2: Segment 2 (silent): Large crowd of homeowners inside an auditorium to protest against plans by San Jose City Council to allow Payless to build the second largest Payless store in the state of California on a site on Cherry Avenue between Hillsdale and Foxworthy. Speakers included Assembly candidate Earl Crandal, State Senator Clark Bradley, and former mayor Paul Moore. Hal Giblin, assistant planner for San Jose, said the professional planning staff is definitely against the Payless store in the proposed location. Segment 1 (sound): Santa Clara County Supervisor Sam Della Maggiore comments on the "tax scandal" surrounding the County Tax Assessor's office. He says that the report doesn't tell us anything significant. In the California system of assessing, the assessor is within his rights to increase or decrease assessments as he sees fit. He also says that they've all been in support of the AB80 reform bill. Segment 2 (sound): Hearing before a panel of five educators named by Chancellor Glen Dumke to look into former dean of San Jose State College Dr. John Gilbaugh's complaint at being bumped from his position as dean, taken out of the administration, and made a professor. According to the broadcast script, Gilbaugh charged there were chaotic conditions on campus and he could not be afforded a fair hearing. Both Gilbaugh and current dean, Dr. Robert Clark, can be heard during the hearing arguing their case. Gilbaugh complains that this is an unprecedented move, being let go with a loss of income, and it's of great concern to him how he can go back to teaching after this. Dr. Clark says that teaching is the highest of callings, but "hedged" when asked if he thought this was a demotion for Gilbaugh. Reel 3 (silent + sound): Assembly Committee hearing in Oakland on reports of illegal activity in the Santa Clara County Tax Assessor's Office. Assemblyman Al Alquist, Deputy District Attorney Robert Webb, and Attorney General's office Marshall Mayer are all present. Alquist can be heard asking questions of Mayer about how the firms were audited and chosen for auditing. He's then interviewed and says that "he makes some serious charges, and it warrants a grand jury. I was pleased that he'd received cooperation from our Attorney General and County Counsel." He's asked if he believes the timing of the report is political, but says he doesn't believe it was himself. He's asked what new laws he sees as a result of this report, but answers that the AB80 reform bill has hardly had a chance to go into effect, but will go a long way towards fixing the issues. Assemblyman Allan Pattee from Monterey is also present as a committee member and comments to camera that he's glad he isn't a taxpayer in Santa Clara County. Reel 4: Segment 1 (sound): Short footage of crash of car no. 12 at the Monterey Grand Prix Can-Am; two winners (Phil Hill and Jim Hall) wearing laurel wreaths on the winners podium. Phil Hill is interviewed.
