Reel 1: Segment 1 (sound): Reporter Rik Whitaker stands next to highway in front of sign, "Be Alert. Don't Get Hurt. Fisk Firenze McLean Inc. San Carlos California" to report on traffic fatalities that could have been avoided had guard rails or fences been installed. He lists the costs of fences. Segment 2 (sound): Interview with man in suit, in office, commenting that the state can't add guard rails to highways all at once, and they have prioritized them based on those with 40,000 cars per year with worst conditions. Segment 3 (sound): Back to reporter Rik Whitaker commenting that fatalities will continue. Segment 4 (sound): Hospital administrator commenting on ongoing negotiations with nurses. Segment 5 (sound): Man in suit, in office, likely San Jose Police Department, complaining that people in positions of prestige are saying that psychedelic drugs and marijuana are okay, setting a bad example for our youth. Reel 2: Segment 1 (sound): Interview with a man who has been working for the Santa Clara County government under Howard Kampen. Reporter asks, "Howard Kampen has given you a 90-day leave of absence - does this mean you're not accepting the position on a permanent basis?" Man says he is going to Sacramento to try and enact changes to the program. Segment 2 (silent): Preparations for a county fair [Santa Clara County Fair?]. Shots of an aerial tram, floral exhibits, John Birch Society tent, carousels, cows and sheep being groomed. Reel 3: Segment 1 (sound): Man speaking to camera about services for young migrant farm workers in Monterey County. He says they anticipate 3,000-3,200 migrant farm youngsters that will need housing, teachers, and supplies during the next year, and local school districts do not have the capability in the schools. They are also developing educational programs in conjunction with other states so that students can move between states without disrupting their education. Segment 2 (silent): Auto accident next to busy highway, with police and ambulance crew on site. Reel 4 (silent + sound): Shots of a school administration meeting in a small auditorium with a full audience. A woman, who appears to be Sofia Mendoza, is speaking to administration officials seated at tables at the front of the room. [The school is likely Theodore Roosevelt Junior High School in San Jose]. Mendoza and another man are interviewed afterwards. Mendoza: "Students have been mistreated, they have been threatened, and they have been intimidated by the faculty." Reporter: "Can you give us a specific case?" Mendoza: "Many times there's incidents between Anglos and Mexican students and there's always a Mexican student that's punished. Oftentimes they're blamed for things they don't do. Instead of coming to the parents, it appears that they go straight to the police. They never come to the parents. It's very rare the times that they do." Reporter: "Are you satisfied with response you got from school administrators tonight?" Man: "Not entirely, no. I'm still holding out for a change in administration because I feel that these people have been here long enough to have known what's required and they haven't really tackled the problems from the right end. Our kids come to us with problems, and I guess from the standpoint of being firm believers, more so than a lot of other nationalities...we sit back and we say, oh you must've done something wrong, son, you mind your teacher and you do what they tell you. Be a nice guy, and they'll treat you right. And this is not true. Not at this school. The big majority of the teachers are good teachers, but intimidation from the administrative staff will keep 'em under the thumb. These children have come to us and said help. We can't go home with the problem. We don't wanna wake up in the morning and go to school where we're not gonna get taught, where we're not gonna get treated right, and we're lost. That's all we want.
