Description: This film examines the zoning laws of midtown Manhattan, investigates why they have been largely ineffectual and asks what can be done to alleviate the increasing congestion and discomfort of city life. Philip Johnson's enthusiasm for his AT&T building is in marked contrast to tenants, small shopkeepers and community board representatives who cite the serious lack of residential housing for lower and middle class city dwellers, the deterioration of small business and the increased strain on mass transit.
