The People's Neighborhood Patrol, or "PNP" for short, is a vigilante group of people who are fed up with crime in their neighborhood. The film opens with a news story about violence in society since JFK's assassination in 1963. John D'Angelo organizes a neighborhood patrol composed of regular citizens. The PNP operates above the law.
