The film is tediously academic, though fascinating, in part, for the fact that Ulmer’s directorial credit in the film reads Edgar G. Ulmer, PhD. Aimed as the film was at medical practitioners, the initials are likely an attempt on the part of the NTA to lend to this material a degree of credibility. Regardless of Ulmer’s fraudulent credentials, however, the film is set up as a lecture headed by Dr. Kendall Emerson, managing director of the National Tuberculosis Association.
