Citizen Responsibility for Good Government

Describs the role of the citizen in bringing about good government. Indicates that each citizen should know what he wants government to do, what it would cost, and how the cost should be paid. Discusses implication of asking more from the government than the citizenry is willing to pay for. Implies that a choice must often be made amoung having a service provided by government; having it provided by private enterprises; or providing the service for oneself.
