whatever thank you [Music] every day of the year many groups such as this one gather throughout our nation discuss and plan the future actions and policies of their organizations such groups usually consist of a chairman other officers and of course the individual members meetings such as this one typifying free speech free assembly and free discussion are the heart of American democracy clubs businesses schools churches and our national government use these assemblies to carry out the will of the majority and yet to protect the rights of the minority wait a minute what's all this not just how does such a nice looking group ever get itself in a mess like this pardon me excuse me please quiet please thank you there that's better now take a look at yourselves just what was being accomplished by all that confusion you yes you Mr chairman is this the way you usually conduct a meeting and you each and every one of you this meeting is just as much your responsibility as it is the Chairman's now let's start all over again and let's see if we can't do this thing right remember there is a definite order of business that should be followed and you the meeting will please come to order that's fine but try it a little louder the chairman has to be sure to speak loud enough and clear enough for everyone to understand go right ahead the secretary will please read the minutes of the last meeting the regular monthly meeting of the humanitarian Club was held on January 4th thank you are there any additions or Corrections of the minutes there being no Corrections the minutes will stand approved as read are there any committee reports Mr chairman Miss Kennedy the members of the entertainment committee wished to report that they have completed tentative arrangements for our spring banquet I wish to submit these plans to you now they are as follows the secretary will please file this report are there other committee reports if not old or unfinished business is now in order at our last meeting discussion of the motion to send delegates to the National Convention in Chicago was interrupted by adjournment would anyone like to discuss this matter now I don't think the value of such a plan would be worth the money hey wait a minute [Music] oh yes I'm still here do you realize that in the last few seconds you've broken almost every rule for stating And discussing a new business well that was very well done but if you don't mind let's take a short run through to make sure we yeah foreign [Music] the history of civil disturbance in the United States goes back to the nation's very beginning to the rebellious acts of the colonial citizens who defied the States resulted from one of the greatest civil disturbances in history the Revolutionary War as we call it and the war of the Rebellion as the British call it [Music] today we look back with pride to the spirit of those days but we must never forget it was a spirit of descent 200 years have not dampened our spirit [Music] indeed the spirit of descent as expressed by the freedoms of speech and feasible assembly is a constitutional right of the American people as every policeman knows these freedoms must be protected under law but every policeman also knows there is a narrow narrow line between civil dissent and civil disturbance [Applause] whatever the underlying cause for Dissent and there are many in today's troubled world the transition from a Peaceable assembly into a disorderly mob is a step into lawlessness when this occurs the police have a greater Duty to protect public peace this responsibility is shared by every law enforcement agency in the nation and by the United States Army for the civilian policeman the military policeman and the soldier no assignment is more difficult than to be called out for duty at the scene of a civil disturbance foreign the biggest problem in an operation like this is trying to dope out what the crowd will do next gwenda's dissension become disobedience when does Disobedience become disorder when does a disorder be civil disturbance we've got to know what the crowd is likely to do in order to plan what we're going to do multiple disturbances do not materialize on a thin air they are provoked by one or more causes and they evolve through successive stages if we're going to handle civil disturbances rationally we must understand their causes and recognize the successive stages which lead to violence let's begin with an understanding of causes we have the third world feel that we have the right to be the causes of civil America today stem from disaffection felt in three large segments of our population one is the Youth of this country we must have the right to determine our own destiny yesterday the yippee sent the representative to the White House telling the president that if he would appoint a yippee commission to determine the direction of the war in Vietnam we would then immediately call off the yippee Festival the president refused but we're going [Music] the Youth of this country are restless impatient and eager to change the world they are by far the largest segment of our population they are constantly increasing in numbers the disaffection of Youth to existing Society leads to a rise in tension the underlying cause of civil dissent and disturbance another large segment of our population is composed of dissatisfied racial minority of yesterday is gone the challenge is at hand principally the blacks of America non-violence is reaffirmed people that get tired and walk on your front porch yourself before I'll do it although blacks are by far the largest racial minority they are not the only group who feel disaffection [Applause] s [Applause] this affected racial minorities are not limited to the cities and suburbs they are to be seen and heard throughout all of America [Music] foreign [Music] there is a third large segment of our population where feelings of disaffection provide an underlying cause for civil protest and disturbance a no longer silent majority composed of many different groups of our adult white population [Applause] my boy you're a little hardness too why don't you take a bath [Applause] there are so many such groups with so many opposing viewpoints that conflicts occur even within the groups and it is conflict between groups which initiates the third stage in the evolution of disorders the development of a high tension situation gathers to voice a protest for or against something any form of opposition tends to provoke a high tension situation [Music] a high tension situation is characterized by name and other aggressive Acts act which an individual could not commit under normal circumstances moreover the appearance of opposition especially the police creates a mood of excitement and expectation which impels persons to hang around and see what happens well everybody wants to your riot at this stage in the evolution of disorder the mood of the crowd although defiant is not rebellious so far tension has not led to violence at this time too the leadership and organization of the crowd are critical factors in its response to opposition the group may be defiant but also passing if the police do not initiate violence themselves it is not apt to occur and the development of further tension is avoided on the other hand the crowd may be militant to begin with and the appearance of police only adds to the tension protected by their anonymity some individuals respond to their attention by striking out foreign [Music] a police response becomes inevitable and the direct confrontation between the opposing forces leads to the next step in the evolution of disorder the outbreak of initial violence the initial occurrence of irons is a pickle factor in the evolution of disorder because of its inflammatory effect on the demonstrators at this point the demonstrators are restless anxious frustrated perhaps fearful and angry [Music] [Music] the crowd like the individual May seize upon one act of violence to justify additional violence [Applause] perhaps we can better understand the psychological factors affecting the crowd at this time by relating crowd Behavior individual Behavior when an individual's emotions are stretched to the same Breaking Point we gave it to a white kid a goddamn white kid well cut me up somebody look at this look at this would you would you believe this sir another murder another old woman beating the race how long we're going to stand a sec what are we going to start rounding up all of the neighbors and then it splits and probably have to start killing that board listen to this it has been conservatively estimated that anti-pollution finds imposed on the American oil industry this year amount to millions of dollars time are they kidding when are we gonna stop those old men from mousing up our world when an individual is overcome with feelings of frustration and anger provoked by Apparent social injustice the normal reaction is simply to let off steam in the privacy of his surroundings the specific objective of his anger is not right at hand usually no harm is done but when these individuals find themselves in a group of other individuals sharing their emotions and when the objective of their anger is close at hand such as any immediate opposition the factors of individual psychology are compounded by factors of group psychology the factors affecting the individual in the city have been clearly defined and can usually be recognized in the response of individuals to a high tension situation one is anonymity when the individual feels himself lost in the crowd he is apt to lose the constraints of shyness or responsibility he is more likely to speak and act irresponsibly another important factor is suggestibility the individual is responsive to inflammatory slogans and catch words he is turned on by the excitement of the occasion still another factor is imitative Behavior having achieved a feeling of security and unity within the group the individual becomes compelled to follow the group and do as others are doing and perhaps the most significant factor of all foreign [Music] to see through your own questions to understand the realities around you to participate in an adventure of discovery [Music] foreign [Music] and the question is do you have a question do you have any questions at all for often as important as answers our questions shall we ask a question what is nature [Music] foreign [Music] what is nature we all have our own perceptions of it this is the way a curious artist might assemble Nature's shapes and colors discovering and communicating an interest in nature [Music] but when another with curiosity a scientist observes nature the arrangement might be somewhat different now I wonder why that is [Music] both artists and scientists are indeed curious about nature both in their own ways interpret nature seeking underlying Truths Behind the mystery scientists measure precisely record and classify look for orderly patterns and having found a pattern use it to predict a cause and effect relationship contributing knowledge about nature for mankind foreign [Music] observations a creative mind will glimpse a pattern or form a hypothesis which then must be proven by more observations measurements and evaluations [Music] foreign [Music] a scientist today can use a computer to help find a pattern if it's lurking somewhere [Music] the granddaddy of modern experimental science had a great curiosity about nature Galileo started a trend turning to the great the volume of nature is the way to make one look high he wanted to find out something about gravity so he tried an experiment will the heavy object reach the ground before at the same time or after the light object a scientist observes an event writes it down to better remember it to compare it with the memory of other events to see if they will form a pattern the scientist is very curious about what happens and why and seeing many things happen needs a kind of shorthand to express concisely what's been observed of course science does have a special language for this mathematics it's an ideal servant for remembering for comparing for understanding for communicating in its own right mathematics is a whole science and what a lovely symmetrical Dependable language it is and here we are again why when confronted by a natural event does the scientists react differently than say the writer or artist or musician here's another illustration which may help us consider this natural phenomenon communication what we're doing right now transferring information from one place to another from one person to another it's a natural phenomenon like flight time heat color and magnetism the Curiosity about the transfer of information might have been what led the painter Monet to his series of studies of the quality of light a writer James Joyce created this book an experiment in the Stream of consciousness of a human mind put into writing too much old chat in it about politics and earthquakes and the end of the world or let us have a bit of fun first God helps the world a mathematician Claude Shannon while working at Bell Telephone Laboratories in 1948 published a mathematical theory of communication this theory has its own drama poetry design and vision and like the painting in the book it is a description of the reality of a natural phenomenon as Shannon thought we're going to be acting out the information theory for you because it's more fun than a chart because I understand it better this way myself [Music] I'm the source where the flow of information starts all communication systems have a source The Source might be a person talking a bird calling to its mate a computer or a radar tracking an aircraft I'm the encoder transmitter in our simplified demonstration I take the message from The Source encoded into some convenient form for transmission and send it on its way [Music] okay [Music] as the receiver decoder I take the messages out of the channel and decode them for the destination [Music] as the destination I react to the content of the message two slips of paper represent the transmission channel in other systems the channel might be a pair of wires array of light or radio waves in space in this example the letters blur when written on blotting paper this interference with the message in the channel will call noise static all channels have it and it's unpredictable suppose I try to send twice as much information in the same amount of time will this increase efficiency that won't work the blotting paper will blur the small letter there will be too much noise too much static the receiver won't be able to understand suppose I try to send three times as much information in the same amount of time [Music] [Laughter] a simpler way is to code the letters so that the transmitter need only put a dot for one and leave a blank for zero [Music] through many experiments the mathematical theory of communication was developed it described for the first time the relationships between the parts of a communication system and how to code only essential information for transmission it's a thinking tool being used today for better understanding of information and transmission or think of it this way if information were water Shannon's Theory tells us how big and how good the hose has to be curiosity about why things happen as they do has led us to make a channel better fit a message aloha someday the information Theory May rank with the discovery of the vacuum tube and the transistor in its contribution to communication and I can't help thinking how lucky for us there are those like Claude Shannon whose curiosity about nature leads them down practical paths behind this childhood toy is a common well understood natural phenomenon science is observed measured and classified magnetism about as thoroughly as any Force we know magnetism can be observed as it affects bits of iron and sand it's a force that continues to yield New Dimensions New Revelations one such Revelation magnetic bubbles is a good example of science finding new circumstances in which predictable patterns occur the in the late 60s research was begun with very thin sheets of special magnetic material what's special is that the lines of magnetism in these tiny sheets only go up and down perpendicular to the plane of the thin sheet under a microscope the magnetic areas can actually be seen with the help of polarized light the wiggly lines are the areas of the same magnetic direction or magnetic domains now bring a magnet close to the thin sheet to boost either the UPS or the downs and indeed one side does get larger and then the domains can be made to snap into circles we've called them bubbles because of the way they look under the microscope tracks or patterns of metal can be printed on the thin sheets to guide the bubbles and act like shelves for storing them with the aid of more magnets the movement of the bubbles can be controlled consider each bubble a bit of in the magnets pull the bubbles past a counting device they register as numbers because the bubbles are so tiny a combination of 14 of these tiny sheets can store well over a million bits of information [Music] when the watching and measuring and evaluating are done nature rewards the Curious with new information provable repeatable and something of value to mankind [Music] foreign [Music] how much does science really know about our world as one great man Isaac Newton put it we are still like children playing with pebbles on the seashore as the great ocean of Truth rolls on unexplored beyond our reach Secrets still locked in these walls of Rock dwarf the knowledge man has been able to collect search has not fully unraveled the secret of life and may never [Music] long after our questions may have ceased foreign will continue to shed their secrets on the Earth and all we need to know or will we ever [Music] we have learned to thrust ourselves through space but unfortunately people have not learned enough about human nature to stop the possible misuse of knowledge [Music] [Applause] despite our curiosity are all the answers within the grasp of science or technology science or technology there is a basic difference and to be realistic about achieving goals we should understand the distinction for example when the moon trips were first announced by President Kennedy he knew we would succeed because science was no longer the key to the completion of the program enough basic scientific questions about how to get to the moon and back had been answered what still had to be solved were the technical questions materials design engineering and a massive effort by thousands of brilliant creative people would and did bring success [Music] foreign [Music] but let's consider another goal conquering cancer these destructive cells why won't a similar multi-billion dollar Mass effort bring predictable results in a predictable time because why cancer happens has not yet been fully answered all the science is not yet known putting twice as many people on a scientific task will not ensure it's being done in half the time a scientific breakthrough a discovery is needed in simplest terms science asks why what happens in the middle of the last century a great scientist studying natural phenomena made a major contribution which changed the pattern of Our Lives James Maxwell a Scottish scientist after tirelessly making exact mathematical descriptions of electric and magnetic fields predicted that light was electromagnetic not mechanical in nature the line of force from the Sun spread out from him and when they come near a planet curve out from it so that every planet diverts a number depending on its Mass from their course [Music] his Revelations led to better understanding and ultimately to the discovery of radio waves which has made much of today's mass communications possible most importantly Maxwell's mathematical genius helped us understand that visible light radio and other radiation were all part of the same Spectrum [Music] by the late 1940s they found that these waves just longer than infrared waves could be carried in hollow tubes while the science from millimeter waveguide tubes has been known for 30 years the knowledge has been banked here is an example of Technology being in no hurry to exploit what science has discovered only now when today's Avalanche of data has created a need as the communication system moved out of a laboratory the diligent work of many people has created a system that can transmit almost a quarter million simultaneous phone conversations or when coded into pulses of digital information the equivalent of this 20 volume encyclopedia could be transmitted coast to coast in an instant like this Optical fibers hold another great promise for the future of communication using light itself to carry information is another possibility now under practical consideration light is projected through tiny glass fibers each fiber is only a few thousandths of an inch in diameter and because of the high frequency of light it can carry a vast amount of information we are not completely sure just how the human eye changes light and color and images for the brain but we know it works better than anything man is yet invented and so perhaps instinctively we use the eye as a model here's a fascinating example remember the magnetic Bubbles at Bell Laboratories they're investigating an electronic equivalent to the magnetic bubble it's called The Charge couple device and like the magnetic bubbles it may be used for the storage of information an extraordinary thing about the charge couple device is that it also has imaginative possibilities as an image device for making electronic pictures it works something like the human eye in the eye light falls on nerve ends called rods and cones which point by Point transmit impulses along the optic nerve to the brain in the charge couple device at each point on the picture light creates an electrical charge a lot of charge for the light is bright no charge where the point on the picture is black [Music] foreign [Music] the charges each carrying information about one point of the picture are moved out one after the other and at a receiver changed back into points of light that make up the picture again charge couple devices May someday revolutionize how television cameras and video telephones see they also can have major impact on information storage and communication switching devices some of our most basic questions about nature have yet to be answered what actually happens at the instant of photon of light strikes a molecule of chlorophyll in this leaf or when light excites any other molecule what is happening in such an excited state of matter answering the question is a contribution to the bank of knowledge that Science and Technology will one day draw upon with every scientific discovery with every technological solution we gain increasing respect for nature we can better understand we can direct but we cannot change nature [Music] as the painter paints at the writer writes so does the scientist create and communicate his understanding of reality the medium is different but the personal rewards of Art and Science are remarkably parallel the scientist has to be somebody who tries to understand the real world or understand the world scientists are basically Craftsmen that get their pleasure and their reward out of the work they are doing and they are not necessarily competing so much against other people then against their own brains that is more probably more open to people of every thought is probably a profession that people are just really on their merits than almost any other profession in the scientific field it's not who you are foreign
