oh [Music] i'm sure tired of going to school i wish we could have a couple days off too bad you don't make the rule did you get your report ready to give today not quite but i think i can finish it on the book [Music] today is the last day of our unit on county government we spent the week visiting county offices and pretending to be county officials and today we have to give our final report well sheila what great county official are you going to be today you'll just have to wait to find out i know she'll do a better job than you do as school superintendent yeah but i'd still rather be tax collector then i could take on your money come on slope let's get on a bus that looks pretty good joy all right let's take our seats now so we can get started today we're going to finish our work on county government now you all know that after lunch we have the county manager coming but for now let's hear the reports on the visits you have made who'd like to go first i would sheila i visited sheriff brown at the county jail and i was really surprised to find out that the sheriff was regular suit rather than a uniform sheila dressed like this because i think i can relate to the people of the county better this way however we have uniform deputies that patrol the county and enforce the county's laws part of my duties as an elected official is to serve warrants for arrest maintain the jail and keep order in the courtroom however i think i can help the people of the county in other ways too you people at the agriculture extension office sure to provide a lot of services to the county i didn't think a home economist did so much teaching oh yes we offer information to the community on a wide variety of subjects relating to agricultural resources like the production of crops and livestock and family resources like health and nutrition housing and family money management in fact during the next week we're teaching classes on canning menu planning and nutrition and another county agent is conducting special sessions for 4-h club members most of the work that i do used to be performed by the county coroner augur in 1969 our state legislature established a statewide system of medical examiners which is now coordinated through the chief medical examiner in chapel hill our main responsibility is to determine the cause of death of people who die in our county do you have to examine everyone who doesn't encounter no actually we only work with those people who have died unnaturally or unexpectedly which is basically what the coroner used to do well there was a difference between a coroner and a medical exam well there are several differences number one a coroner was a layperson and had no medical training a medical examiner has a medical background another difference is that the coroner was an elected county official the medical examiners are all appointed by the state's chief medical examiner in chapel hill however the county still pays for these services out of their budget i found out that the board of commissioners has a lot of control over issues that are important to county residents they meet every month and make decisions about things like taxes budgets property value and zoning the commissioners are elected to office and they have to be concerned about what the people think at public hearings the people get a chance to express their feelings about things that are important to them the board will now hear from mr peoples thank you mr chairman i represent the residents of southern township we'd like the board to know that we don't approve of the new tax assessment in our area of the county one of the largest agencies of our county government is the department of social services they provide a wide variety of programs to the people in our community and cooperate with other county agencies like the board of education transportation facilities the council on aging and the county hospital social services offices help to provide jobs for needy people and they run the food stamp program that helps people get more food for their families this office helps people who can't take care of themselves because of their age or because they are sick or because of other problems and by cooperating with the county hospital they provide health care examinations and treatment of young and old people it seems to me that the department of social services is really important to our county because it provides so many services for so many people paul that was a very thorough report it sounds like we could have spent the whole week just studying your area of county government well i think we have enough time before lunch to hear serena's report on taxes i have a report on where the county government gets all the money to operate on most of the money is raised by tax that we have to pay every year on our property that includes our land our buildings and our personal belongings we also get a lot of money from special grants from the state and federal government that means that the national government and the state government give us some money to operate on we pay another tax on things we buy there's a four cent tax on every dollar three cents goes to the state and one cent goes to the county then there are taxes on other small things like marriage license and some businesses like gas stations we get money from court fees and fines and those counties which have liquor stores get money from that too that seems like a lot of things to pay taxes for but if it weren't for taxes we wouldn't have some of the services we've been talking about today thank you for that good report serena i think all of you have done a fantastic job this morning now you know we're going to have the county manager with us this afternoon but for now let's get ready to go to lunch class this is mr henry the county manager now since the county manager is responsible for administering the county business on a day-to-day basis i've asked mr henry to come and be with us today to explain a little of the history of county government and how that relates to city government mr henry thank you miss bashford the county is the oldest and largest unit of local government in north carolina the original carolina charter of 1663 gave the lord's proprietors the power to set up counties and to incorporate towns and cities the first counties which were formed over 300 years ago were in the coastal region of the state and as the piedmont and western regions became more populated counties were established there too most of the county's official business takes place in government buildings in the county seat now there's an interesting story on how the county seats were chosen a couple of hundred years ago the only way to travel was by horse the government leaders at the time felt that it would be good if you could travel to the county seat conduct your business and get home in the same day so county seats were established in the towns that most people could get to quickly by horse and wagon today north carolina has many more people living within a county's boundaries and its cities and towns are large enough that they need their own form of government the city government provides services to its citizens that are similar to the county government the city has its own police department to enforce the laws it provides for fire prevention and protection city government builds and maintains streets within its boundaries provides trash removal services and supplies water to homes and businesses in the community yes son how does the city get money to pay for what they do well like the county city government gets its money from several sources but most of its funds come from property taxes and really both governments work together to provide services to the community your teacher told me that when i'm finished steve has a report to give to you on the board of education so if you'll just let me excuse myself i'll turn the program over to steve thank you mr henry for taking time to come visit us today oh it was my pleasure henry goodbye in my week of acting as the superintendent of schools i learned that the county board of education works in cooperation with the state in order to operate our public schools the board of education meets every month to decide on important policies the superintendent of schools has plenty to think about things like school buses running on time and being safe lunches that are good nutritious safety in the buildings rules and regulations teachers salaries all sorts of different things operating the public schools is one way that the county works with the state government to provide services to its citizens and because i'm acting as a school superintendent i'm going to declare for the next two days the schools will be closed [Applause] well in that case i might as well dismiss class counting's pretty important don't you think the county government helps keep law and order make sure justice is done and it looks out for all the people with social services and health programs but make sure the buses leave on time come on let's go steve i've been thinking so superintendent you are it makes you close to school saturday and sunday [Music] [Music] the professional short order cook must be a versatile man he must be able to prepare a wide variety of foods while using a limited amount of equipment such as the steam table the broiler the deep fat fryer the range and facilities for salads and sandwiches but the most important piece of equipment and the heart of the short order operation is the griddle the fast food cook must be an expert griddle man able to prepare all the food items people have learned to expect from this amazingly versatile piece of equipment few other workers in the food service industry are called upon to handle such a diversity of foods under pressure as the man at the griddle the first rule of fast food cookery is know your griddle the thickness of the griddle and its composition are important elements in its use and maintenance governing such factors as how long it takes to heat up and how well it recovers its temperature when frozen items are prepared [Music] all griddles contain multiple temperature controls to permit the cook to heat various sections of the griddle to different temperatures the most common approach is to have a section for items which require lower temperatures a section for intermediate temperatures and a hot section for most meat items as a general rule fatty foods and thin items are cooked at high temperatures thicker pieces of meat require low temperatures so the inside will finish before the surface is overdone follow the principle of low heat cook at the lowest temperature you can within the limits of time and efficiency in addition to sectioning for temperature control many cooks maintain a separate section for items with strong pervasive taste such as onions bacon or sausage the front section may be used for this purpose since many griddles drain to the front fats from these items drip harmlessly into the drain brittle temperature is an important factor in keeping items from sticking to the griddle surface even with the best commercial shortenings if the griddle is too hot or too cool for the item being cooked sticking can result it pays to use a griddle thermometer periodically as a double check against the thermostat on your equipment just to be safe the most common cause of sticking is burned in food particles the professional scrapes the surface clean after each item he cooks he does so habitually and automatically knowing it's the only way to keep the griddle free of particle buildup he also refrains from using too much shortening he uses a minimum amount for the job and carefully scrapes off the excess when an item is removed nicks and scratches like these caused by the sharp edge of the spatula can also cause sticking problems never clean the spatula by striking it against the griddle surface protect your griddle by cleaning the spatula the professional way with a towel remember also that salt can cause sticking excessively salty items may break down the shortening and leave the bare griddle surface exposed many sticking problems can be prevented if the griddle is carefully cleaned and properly prepared each day at least once a day in normal operations the griddle must be scraped thoroughly down to the bare metal with a soft griddle brick this scraping movement should always follow the direction of the grave to prevent gouging or scratching the surface when finished wipe off the residue with a clean towel when you are ready to prepare the surface again apply a good grade of commercial shortening and spread it evenly over the entire griddle surface use a towel to wipe off the excess and spread the shortening until a firm slick surface has been obtained mastery of the griddle is only one aspect of the art of fast food cookery during busy rush hours the fast food cook must function under extreme pressure he is continually receiving orders from a number of waitresses and must time his own activities on the griddle so that all the items for each order come up at the same time timing teamwork and coordination are the keys to a successful fast food operation to see how timing teamwork and coordination apply let's follow this typical order steak sandwich pancakes with egg and bacon grilled cheese sandwich and a fresh fruit salad the griddle man alerts his supporting cook who will prepare the salad french fries and garnishments needed while the first cook will prepare the items to be grilled the steak must be put on first because it requires the longest cooking time the french fries are started plates are garnished in advance the bacon is started and the steak turned the turning of the steak is the signal for the pancakes next come the bread slices for the grilled cheese sandwich the cheese is added then the tomato slices the egg is placed in the pan now with the turning of the bacon all items are properly started on the griddle so they will all finish at exactly the same time the last touches are put on the fruit salad the toast for the steak sandwiches started and the french fries lifted out to drain a final flip of the pancakes then the tomato slices are turned lightly griddled on the other side and added to the cheese sandwich the egg is almost done and the time has come timing teamwork and coordination have enabled our cooks to prepare a variety of items requiring very different cooking times temperatures and equipments and finish them together in an actual situation the cooks would be working on several orders like this at the same time however our sample order does demonstrate that the fast food cook must be able to organize his own work and coordinate his efforts with others for maximum efficiency all four orders are now ready for the waitress to pick them up and serve all of the people at her table at the same time because the fast food cook frequently performs in the public eye his appearance and manner are extremely important for the successful operation he should always be clean and well groomed with a fresh uniform at the start of each shift yes the fast food cook has to be a man of many talents under constant pressure to work at top speed he must produce what the customer wants with eye appeal and appetizing taste the successful fast food cook has a right to be proud of the skills he possesses and of the very special position he holds in the modern world of professional food service [Music] all right i'm clicking the microphone on this time yeah um i i kind of navigate all this with multiple windows and so in trying to diagnose the sound sync issue that we had with the first film uh which i was digitizing um filmed with a mag soundtrack for a project that i was working on so the when i came to explain it i didn't quite click the mic button and so that's why i was doing this so sorry sorry about that obviously uh it's a tuesday and my brain is a little uh um yeah so this next film is defensive driving techniques and it's uh it's pretty great uh it kind of follows with why did sammy speed and a bicycle clown and the other things that talk about how our driving and biking safety is often related to emotional stuff so here it is defensive driving techniques well the car was still parked at home and the driver was supposed to be pushed [Music] the accident might have stopped at this point but it didn't it continued to develop hey what's the matter with you according to the authorities who've made a searching study of the problem most accidents begin [Music] well in advance of that time and place at which they finally happen why should i put up with that kind of stuff i'll take off for the south seas i'll show only a few blocks from home mac went to the hospital accidents can be traced back to the big argument [Music] criticism [Music] even a sleepless night or failure to keep the car in safe running condition then there are the more immediate causes inattention which means thinking about anything except the business of driving [Music] and nowadays driving is so automatic it's easy to fall into this bad habit we're apt to see other things and not what's in the road ahead [Music] finally there's the last link in the fatal chain often something simple like failure to stop at a stop sign [Applause] violation of right-of-way [Music] or running a stale yellow light however we've said enough about such offensive drivers this story is for you whether you're a female or a male you've got to drive with these characters they're all over the roads driving with you and against you to survive you've got to defend yourself and your car against these offenders you've got to practice defensive driving tactics what is defensive driving to drive defensively means two things first always make allowances for the erratic offenders never permitting yourself to be trapped by anything they might do second and this is the part that goes against the grain give way and live rather than arbitrarily asserting your driving rights at all times we hate to back down to anybody but remember it's not a fair contest the offensive driver is not calm and alert like you are sometimes he's practically driving by instinct and his instinct is usually to press on at all costs defensive driving techniques are basic and simple the trick is to consciously use such tactics until they become second nature in your everyday driving [Music] two objects cannot occupy the same space at the same time so the primary idea is to keep as much clear driving space around you as possible be a space driver as you drive along the street you must constantly adjust your position with relation to the other cars to maintain this driving space your eyes while they keep checking the foreground must also keep shifting constantly to assess the driving space situation well ahead only by allowing yourself ample protective space and planning every second how to keep it can you properly defend yourself [Music] every commercial airline pilot flies with a flight plan and an alternate plan just in case the defensive driver needs such an alternate plan a continually changing plan [Music] for example you are in the middle lane of an expressway and want to get off the next exit in the right lane and behind you there's a solid line of cars should you take a chance and try to squeeze in if you can do so smoothly okay but not if you must lose your vital space it would be better to miss your exit and wait for the next rather than throw traffic off and jeopardize your safety and others so the cardinal rules are first maintain as much clear driving space around you as possible always checking and planning for space well ahead second relinquish your right of way be willing to lose minutes or miles to avoid becoming a part of any dangerous situation time along with space constitutes the essence of defensive driving you lose a little time and save your life you may think that the offensive driver gains by pressure driving like this shooting through every opening dodging from lane to lane racing every light he doesn't but to find out how much he gains we conducted a test on the heavily traveled streets of chicago and adjoining evanston illinois the test was conducted with the cooperation of the chicago and evanston police departments representatives of the national safety council and the chicago citizens traffic safety board supervised the experiment and participated as observers a route was selected that would offer the maximum amount of medium to heavy surface street traffic a small portion of expressway and suburban road travel were added to simulate the everyday driving of the motoring populace starting point the museum of science and industry 25 miles away northwestern university's famed traffic institute our safe driver in the station wagon was asked to observe all vehicle code laws to at all times drive defensively the offensive type driver in the sedan was asked to drive as though he were late for an important business appointment trying to make up that lost time on the road both cars pulled away together at 2 43 pm an observer rode with each man to keep track of the time and log the violations [Music] the chicago police along the route had been alerted to the test so that they wouldn't stop the aggressive driver [Music] the dan ryan expressway quickly brought us into downtown chicago traffic is stop and go through the loop area the two cars are separated only by seconds at one point they're at the same traffic light so much for jackrabbit driving [Music] and then we're on the outer drive and heading north as was to be expected the offensive driver first crossed the finish line at northwestern university 24.7 miles in 58 minutes the defensive driver arrived at the traffic institute five minutes and twenty seconds later [Music] and now the observer's logged sure the offensive driver saved time but was the five minutes and 20 seconds saved worth those 138 violations including 60 dangerous lane changes 45 instances of following too closely 23 stretches in which the speed limits had been exceeded and 10 other miscellaneous violations any one of which could have gotten him a traffic citation or what's worse could have gotten him killed in the words of howard pyle president of the national safety council defending can pay dividends official road tests like these prove that although jackrabbit driving can save a few seconds now and then defensive driving can save wear and tear on your nerves your car and perhaps someday even your life all in all the whole story can be reduced to these simple points the abcs of defensive driving a attitude is all important yours and the other drivers but the offensive drivers attitude is all wrong so be back down if necessary give way even though you have to relinquish your rights for the moment because you must have c space clear driving space ahead as long as you are in motion the abc's up to d the big d for defensive driving all right the big d um i like his vision of uh the one driver going to uh polynesian islands in his mind um pretty great uh so uh this next film is uh probably gonna be a little bit off sync again because i couldn't quite get it up and running but it's not going to be as jarring because it's animated it is the witch who is afraid of witches enjoy [Music] oh delicious this'll knock em dead those nukes tails were a good idea added a bit of tang don't you think wendy was the youngest witch in her family she had the weakest witch power and she was afraid of witches especially bossy mean witches like her two older sisters her oldest sister knew everything she knew where to get the best frogs tongues for witches bro froggy looks delicious and she where to get the best books for witches spells let's see now ah here's a good one diesel [Music] she even knew where to find the best sassafras word for broomsticks please take me with you said wendy when her sister was going to the sassafras grove but as usual her mean oldest sister said no way you're too young and you never keep up with that crummy broomstick no wonder you can hardly take off you don't know anything wendy wanted to say how will i ever learn if you don't show me but she was too afraid her middle sister was pretty scary too she could do everything best she could fly the fastest of any witch in the valley she could [Music] and she could say spells in the most frightening voice so they always work [Applause] please teach me how to say the spells in that scary voice you with a weak voice like that you'll never frighten anyone wendy [Music] at night her sisters had parties wendy would sit at the top of the stairs listening i'd like to put a spell on all of them but i don't even know the right words at least i have you you give me a little witch power but poor wendy the next day which was the day [Music] [Music] and then it was halloween the very worst day for a witch to be without a broomstick we are going into the city where there are more people to scare oh please take me with you don't be silly you lost your broom and you can't ride with us you'd make the bruise too heavy anyway we need you to stay here close up the house and make it look like there's nobody home come on we can't be late [Applause] wendy did as they said [Music] if only i had my broomstick for trick or company [Music] there's nobody home nobody you're home i'm nobody nobody is that what you are for halloween yes but i'm dressed as a witch well then why don't you come trick-or-treating with me i'd like to but i'm not very good at scaring people oh that's easy you just go and they run away that's how ghosts go witches cackle like this hey hey hey i'll get you hey you almost sound like a real witch i do but i don't even have a broomstick i lost mine oh if that's all you need we have an old one at home come on it probably won't do any good come on [Music] silly the ghost's mother gave wendy some hot chocolate a candied apple and a broomstick it's just an old kitchen broomstick but go on try it yeah try and ride it i'm not any good at writing broomsticks i have no witch power try it anyway it might be fun okay i can just pretend hey hey hey i think it's a magic broomstick here let me try it [Music] maybe i can make it work for me i'll get you nope it just won't go let me try it again hey hey i'll get you i guess i do have a little witch power after all you sure do what about a spell or two but i don't know any spells then make one up you're a witch okay how about this frogs and lizards toads and newts rubbers raincoats hiking boots turn this ghost into a witch presto chango make [Applause] give this witch a pointed hat [Applause] wow now let's get out of here and go scare some people be careful don't fly too fast we won't and they flew away with wendy's steering we are currently flying at an altitude of 30 000 feet we expect to be in the honolulu area at 145 local time the children have been so well behaved this halloween haven't they i'd better fly you home it's midnight i want to stay with you and keep on being a witch you are a real one aren't you yes i just found that out and you helped but i have to turn you back into a ghost your mother would miss you broiled figs and toasted toast turn this witch back to a ghost oh you're both back how was the flying kids great we zoomed all over the place and scared people yeah it was great but i have to go back now could i keep the broomstick of course it belongs to you now oh thank you see you next halloween happy brewing wendy flew back home on her new broomstick when she got there her sisters weren't home hmm i don't think it's good for them to be out so late i think i'll teach them a thing or two snakes and cakes and pumpkin pie oh the sister you can't fly salt and pepper bouncing ball middle sister you will fall i hope this spells work it was a strangest thing all of a sudden i couldn't stay up in the air it was awful i feel funny all over now i know how you feel wendy with no witch power oh that's all over i even found a new broomstick that's much better than my old one you did let's see but that's just an old kitchen broomstick that old thing can't fly it may be different but it flies for me i don't believe it let me try it out it's no good i'll try no definitely no good watch me now hey hey i'll get you and her voice wasn't even frightening this is the worst halloween i ever had you two are probably tired why not go to bed you'll probably have your witch power back in the morning maybe she's right even if they had been mean to her before wendy didn't want her sisters to feel badly so before she went to sleep she cast a few more spells older sister you can fly all you have to do is try middle sister flying is fun the spell i made is now undone [Music] the next day all three sisters went to the sassafras grove to cut sticks for new brooms when he flew of course if it works it'll do 55 easily good this should do tumble fumble please work [Music] wendy never told them about the spells it was enough to know that her oldest sister thought she knew everything but didn't and that her middle sister thought she could do everything best but couldn't and she didn't have to tell them that she wasn't afraid of witches anymore they knew this brew is even better than the last one don't you think wendy [Music] [Music] so [Applause] [Music] it's free it's free oops click click the wrong thing anyways um yeah that was that was kind of sweet kind of quaint um some nice animation albeit a little sparse but the story is pretty great um and you know who doesn't love cartoons about witches uh so let me just ruin that with uh this next film which is a little short christian film um which kind of doesn't make any sense uh it's called it's free it's free it's free [Music] so we all like to get something free when i was a boy i sometimes used all my allowance to buy postcards and then i'd go through magazines and find things i could send for that were free but you know something it's fun to get free candy and things like that but there's something much more important the most important thing in all the world and it's free what's the most important thing in the world that's free to really be a christian that's right not one of us nobody in all the world deserves to be a christian to have our sins forgiven to have the lord jesus fill our lives with happiness and to know we're going to heaven someday we don't deserve this but it's ours free the bible calls this salvation what's salvation mr messenger that's what he's talking about salvation is when you let jesus into your heart so he can forgive your sins and make you happy that's right i'm still not sure i understand do you like to hike in the woods sure and have your parents ever warned you to be careful so you don't get lost okay let's imagine you're out hiking in the woods you get a little careless and go deep into the trees away from any trails you're sure you can take care of yourself but you get lost it's no fun being lost it can be very dangerous suppose when you're lost in the woods you find a box it's full of books books on science history arithmetic all kinds of books you could read all those books learn everything in them but that wouldn't help you find your way out of the woods and that's how it is with lots of people in this world they learn many things but they just never take the time to learn the most important thing how to become a christian suppose you were to find a lot of money in this box hundreds of dollars perhaps what good would that do you so long as you were lost you couldn't buy any food you couldn't buy a ticket which would take you out of the woods you'd be just like people in the world today they work and work to make money money becomes the most important thing in life to them they think so much about money they never take time to think about god's free gift of salvation it's especially bad to be lost in the woods at night the bible tells us this world is full of darkness the darkness of sin jesus said if you follow me you won't be stumbling through the darkness for a living light will flood your path god is light the bible tells us and in him is no darkness at all go to that light and you won't be lost anymore becoming a christian means that you turn from the darkness of sin and go to the light which god has given us the light we find in the bible but many people won't come to god's light they try to live their own way they go all through life lost don't turn your backs on god's light kids the apostle paul said to one of his young friends when you were a small child you were taught the holy scriptures and it is these that make you wise to accept god's salvation by trusting in christ jesus i still don't quite understand how you become a christian mr messenger okay let's think of it this way suppose you were out there in the water drowning [Music] then you saw me coming in my boat what would you do i would call out for you to save me but what if i looked down at you and said oh you're drowning i'm sorry what a terrible thing dear me it's getting late i must hurry i don't have time to save you now but i'll be back this way in an hour if you're still drowning then i'll pull you into my boat and save you is that what i would do no you would pull me into your boat and save me of course i would i would save your life just as fast as i could that's the way it is when you become a christian you're like a person drowning you can't save yourself but the bible tells us anyone who calls on the name of the lord will be saved i understand isn't it kind of like when you're sick the doctor gives you some medicine if you take the medicine the germs in your body will die you will get well again but you gotta take the medicine sin is a terrible thing all of us have seen in our hearts the bible tells us all have sinned everybody but when we open our hearts to the lord jesus when we become christians then something wonderful happens god makes us his children becoming a christian not only sets you free from sin becoming a christian is the only way to really have a happy life so do you think you really understand what it means to be a christian everyone is lost without jesus it's like being lost in the woods at night but the bible is god's light the bible tells us how we can be saved from our sins you just told jesus you lost you can save yourself you ask him to save you and he does anybody who really wants to can become a christian all you have to do is open your hearts to the lord jesus i'm sure that i'm a christian so am i are you a christian if you aren't you can be always remember what the bible says kids believe on the lord jesus christ and you shall be saved what is it that they say about the internet nowadays is if you get something for free then you are what is being sold i don't know if that's what applies here um but it's kind of interesting um thanks everybody for tuning in today very much appreciated it uh dealing with all the sound technical difficulties um i'll have it figured out by tomorrow that's what happens is you change the configuration and then you spend half a day
