hi everybody I'm skip Alzheimer welcome to the avgeeks lunchtime streaming show where we watch old 16 mm films and yeah think about them uh today uh or series of films uh because I'm not at the archive I'm actually traveling uh but I try to so I try to do theme shows when I'm traveling and today we're uh I've got three films that were made for uh the FBI for people that were agents in the FBI uh trying to educate about specific things that FBI agents deal with and uh first one is illegal gambling it's kind of talking about uh yeah illegal gambling uh Nies numbers dice bookmaking so it's all about um the different things that uh you will encounter as an agent and how you have to investigate and find uh these things the second one is searching a crime scene uh this one is I don't think there's any bodies in this one I think this is all just looking for evidence at the scene of a crime um and how to properly log it and then finally the last film is stay alert stay alive which is uh designed for agents who are about to arrest somebody or who encounter the public and to be on guard for what might happen if a uh person hopes to evade arrest um so there's a couple of I like all of these films because they all show kind of these dramatizations of what could potentially happen or what is going to happen um and that of course is the best way to show the information instead of having somebody like blah blah blah blah blah blah talking with a slideshow presentation um there's a little bit of talking in some of these but in general it's interesting and I like these because they really kind of give you an inside view of what an agent has to deal with I have a lot of police training films that I kind of haven't shown because um yeah it's it's it's hard nowadays with with police um it's a very hot button topic and and certainly the pl the police training films are ones that one cast the light that police are people and police have problems police have crappy days and police in in dealing with public deal with a public at their worst and so there's a Little Bit of Sympathy for this for uh agents and police but also you realize that a lot of policing that's happening now uh these films address those those issues that are coming up where police officers are using deadly force when they shouldn't be Etc uh these are issues that were happening in the 60s 7s 80s um so I'm not going to talk any more about that but it's just fascinating to look into that that world and that's what this film these films today do so uh get your FBI on today uh if you like gambling narcotics Vice lone sharking stolen goods labor racketeering and goons For Hire illegal gambling brings in his biggest profits working C Capital to finance other criminal activities bribery and Corruption of public officials including some police officers almost always accompany large scale illegal gambling the law enforcement officer must avoid any such involvement besides corrupting the community he has sworn to protect involvement puts him in personal Jeopardy from local statutes and from the Organized Crime Control Act of 1970 this provides Federal penalty ities for public officials who conspire to obstruct enforcement of local laws against gambling besides protection organized crime provides layoff service for bookmakers and numbers operators two of the largest illegal gambling activities this call comes from the office of a numbers operation the office manager may be called a controller the office a drop checkup or Counting house the clerk's inside men varying with the locality here numbers bets are received and tallied necessary records kept numbers operations take bets on number groups usually three in a given order digits are determined by drawing as in policy and Bita or by daily published figures such as paramutual payoffs treasury balances or Stock Exchange action a lookout guards the outer door to the numbers office but this and the other elaborate security precautions are no match for good police work a Stakeout team has had the building which houses the numbers office under visual observation binoculars pick up significant details of visitors and their cars a telephoto camera records any suspicious activity to be later used as evidence from this command post the officer in charge maintains radio contact with other police units prepared to coordinate the coming raid with Citywide arrests of number salesmen the number salesman is usually called a writer he may work a regular route or from a fixed place of business most of the bets are small but the day total will be surprisingly large the marker lists the three-digit number and the amount bet markers are prepared for secure delivery to the pickup man or Runner but num sellers need customers they cannot long remain unknown to the police winning numbers are called hits the rider pays off his few lucky winners the payoff on a straight three number bet runs from 400 to 600 to1 smaller odds are paid on Cut numbers those heavily played because of superstition or other reasons correct odds should be 999 to1 this differential leaves a small percentage for the writer huge profits for the numbers operation the temporarily happy winner is not the target the stake out waits for bigger game the runner works for the office or bank that owns the the numbers operation he controls as many riders as he can handle he makes his pickup like an ordinary customer to avoid detection this time it doesn't work his departure is noted and the command post watching the numbers office is alerted for his arrival the runner reaches the innocent seeming outer door of the numbers office the lookout signal clears him through the secured door [Music] inside unit five take the lookout as planned it is the last free action the lookout will make for some time the heavy door with its alarm system system is opened for the runner bringing in the last of the day's bets the cach has probably been rooted separately to another location called the bank headquarters or Clearing House the clerks have run up the totals and the controller is ready to make any necessary layoffs on heavily played numbers through an agency of organized crime a param mutual payoff at a distant track determines the final digit of the winning number unit three Lookout neutralized move on in police we have a warrant open up police open up or we're coming in judicial approval May authorize immediate entry without waiting for permission know what method of Entry is authorized in your case all surveillance units proceed with pre-planned arrests when there is no longer danger of premature tip off the small fry of the numbers operation are [Music] arrested with the subjects from the numbers office on their way detectives are collecting identifying and preserving the evidence some of it partially burned but salvageable by good laboratory work the patrolman guarding the rear exit during the raid brings in the important records that literally fell into his hands usable evidence results from good police work planning the raid for maximum evidence and for Swift entry to prevent its destruction effective uncompromising law enforcement can make numbers operations increasingly hazardous and unprofitable illegal dice or card games and gambling casinos are often linked with organized crime and the corruption which is its trademark gaming may be found in the plush legalized gambling casinos of Las Vegas it may also be found in illegal floating dice games often set up in hotel or hotel rooms for their one night stands the equipment can be transported in a suitcase every part of it from the layout to the dice is suspect so are the operator and his assistant some players are regulars informed of the floating location many are trents looking for action and are easy to cheat safely to find these marks the operator uses steerers taxi drivers bartenders Bellman this driver is kept posted on the game location and will get a fee or percentage for the Apparently half drunk well-healed sucker he brings to the scene of the action a Confederate keeps watch in a separate room ready to Signal an alarm he may also double a strong armed man in case a loser starts trouble it is to the lookout's room that the steerer has sent his passenger to the cold and experienced eye of the lookout this half drunk sucker looks ripe for picking he gives him the room number of the floating crap game and signals the operator to expect him this time they have the wrong sucker a suddenly sober undercover detective his concealed mik gets word to the team waiting below unit five this is T1 the lookout in 514 has an alarm buzzer in the door frame I'm proceeding to the game in 519 monitor me and execute the plan when gambling is established unit five to all units proceed as planned come on that's [Music] 10 the not that time beautiful beautiful how about some chips chips I have a little chip what's that wor $20 about 20 take a big 20 there for you little hey here we go here we go here we go how they running what's what's the point what's the point 10's a point 10's a eight okay baby okay okay come on all right I think statutes concerning players in an illegal game vary from jurisdiction to jurisdiction okay okay give me thece give me the next shooter place your bet all go just freeze Polie freeze put hand there's no question anywhere about the arrest of the operator and his Confederates besides police testimony the case will depend upon the considerable amount of physical evidence and its nature it will be carefully identified marked and preserved for the trial good police work by an undercover detective has put this illegal gambling operation out of business bookmaking is a most profitable Enterprise for organized crime which provides two essential services to the individual bookmaker laying off his bet and Furnishing the information he needs to calculate his odds the largest amounts of money are bet on sports events football basketball ice hockey and baseball horse betting wants the bookmaker standby is next in volume a successful bookmaking operation depends upon rapid relay of odds line information and results expert Sports handicappers often employed by organized crime provide the analysis upon which odds are based team and player records and condition location of the game probable weather the bookmaker uses longdistance phone to get this information fast and frequently he also makes out of town calls to the bankers of organized crime to lay off his bets and keep the book in balance for something like this we using so that these incriminating toll calls are not charged to the apartment he rents for a few hours each day day he has attached to the telephone an electronic device the blue box like all evasive devices it violates Telephone Company regulations the blue box circuitry permits the user to make toll-free unrecorded and untraceable calls wherever direct distance dialing is available through the blue box phone the bookmaker gets the latest point spreads on the college games he is booking on football or basketball the better usually Wagers $11 on a pick them basis to win 10 point spreads reflect the handicapper estimate of the competing teams baseball bets are usually placed at varying odds based upon the pitchers for the day as well as the team record to receive the incoming calls from betters on which his livelihood depends the bookmaker relies on several devices which may keep his location or private phone secret one is the backstrap a simple circuit which connects the bookmaker unauthorized extension to an authorized and listed telephone at a nearby but separate and clean location another way to prevent his incoming calls being traced or his location revealed is by installing a blackbox a somewhat more complex electronic device it absorbs the electrical impulses on incoming calls so that they do not record at the telephone company's central billing equipment this bookmaker however uses the more sophisticated cheese box to conceal his location and private telephone number he maintains a private phone elsewhere than the apartment from which he works with a number known only to him he keeps an open line from his apartment to this phone at pre-arranged hours is known to his customers they have a different number to call connecting them with still another phone which may be in an empty room or other clean location this call is Switched through the cheese boox to the bookmaker private phone also in a clean location then during the hours that he monitors this phone from his apartment he can converse with a customer who has called an entirely different number to reach him other elements in the elaborate screen of deception may be markers or records on instantly disposable water soluble or Flash paper but even the tightest screen will not Shield against vigorous and uncompromising police work informants are a prime source for discovery of illegal gambling they may be on a police payroll regular betters competitors or disgruntled employees the this is a housewife who has discovered where most of her husband's paychecks are going betting on sports she gives the detectives the accommodation number that she knows her husband calls to make Wagers even then it is not easy to find the bookmaker actual location the telephone company will Aid in tracing it through the Maze of electronic evasion having located the apartment that the bookmaker works from a few hours each day they keep it under surveillance they learn the daily routine and plan for a legal yet fast entry when the action is heaviest evidence most plentiful the bookmaker is off the Cheese boox open line with all bets in for that day he finds that to balance his book and ensure a profit he must lay off some heavily played teams it is time to call the bookmakers bookmaker almost most always an agent of organized crime layoff is Big Business Without It few bookmakers could operate his heavy work over he waits expectantly for delivery of his daily sandwich information leads to investigation investigation to surveillance surveillance to apprehension it pays off armed with a warrant police planned their raid when the maximum evidence would be on hand and with minimum chance for its destruction there is no cooperation from the bookmaker but their continuing investigation will uncover other evidence the unauthorized electronic equipment the testimony of the not so innocent owners of the apartment they find the water soluble paper on which the bets were written and a little black notebook listing the bookmaker layoff and line odd sources they lead directly to organized crime without organized crime to bank numbers lay off bets protect gaming and bribe some officials and police officers illegal gambling could be stopped Two Gentlemen from the FBI to see you sir you the officer must be aware of the connection between illegal gambling and organized crime only honest aware and informed Law Enforcement Officers can bring the organized criminal before the bar of Justice only Incorruptible impartial and Stern Justice can make him pay for his crime you must be informed on the major types of illegal gambling their MOS and the applicable gambling statutes in your jurisdiction you must be trained in effective techniques to discover the illegal gambling operation through informance observation and investigation to follow the operation as close to the top as possible to plan the arrests so as to acquire and preserve the necessary evidence for conviction [Music] [Music] a crime has been committed a man beaten the first officers to arrive too late to catch the criminal have protected the crime scene and called for Medical Aid the officer in charge of the investigation gets an initial report from a patrolman already on the scene he then directs the officer to accompany the victim to collect and preserve any physical evidence on his person and to make a record of any statement he might make upon regaining Consciousness another officer is directed to protect the outside area after finishing inside the investigative team will move out here to continue their search for evidence but the crime was committed in side and that's where the search began the scene of the crime who is in this room what happened the evidence found here may provide the answers later in court the evidence will be needed to prove the truth of these answers it is essential that one man be in charge of the investigation he makes sure that all areas are covered properly and completely one of the first steps is to take a photograph of the crime scene before the search Begins the officer in charge makes a preliminary survey of the scene to determine the objectives of the search in almost every crime the perpetrator either takes something identifiable with him or leave something at the scene to identify him success in finding this evidence depends not only on the investigative team's thoroughness and attention to detail but also on planning before the search is started his preliminary survey completed the officer in charge assigns tasks to the other officers to be effective the search must be well planned according to a particular system the system varies according to the situation in this search of a motel room the officer in charge May assign the furniture to one officer the floor walls and ceiling to another or he may divide the room and assign each half to one officer assignment of specific search zones assures that each will be completely covered that nothing will be overlooked regardless of the system used the search team as a first step photographs and lifts fingerprints and shoe prints from all obvious places this prevents their inadvertent contamination during the later detailed search the room's dimensions and the location of each piece of evidence are recorded in a crime scene sketch as the search proceeds it is important that each man understands his assign and what he is looking for in this case complete details of the assault Clues to the identity of the asant and perhaps evidence of another crime the investigators move slowly careful not to disturb any evidence using common sense they proceed in an orderly sequence to ensure that no piece of evidence is lost or contaminated in the search for additional evidence after it is photographed each piece of evidence is entered in a detailed log and properly identified and preserved identification by two officers assures a complete and accurate record in addition to obvious objects of evidence the investigators search for photog bills receipts letters notes tools clothing and additional fingerin shoeprints anything that may lead to the solution of the crime Laton prints may have been left in several places the team collects and preserves obvious small objects which may have prints and they don't overlook paper surfaces and cigarette butts evidence may be found in many places the contents of a trash basket are collected the investigator examines each item to look for some obvious clue such as a name or phone number before wrapping up the contents phone books magazines and newspapers May yield Clues evidence may be found under slipped between inside stuck to on top of hanging from behind any object in the room as the search continues more details are added to the crime scene sketch persons in the room during the crime may have come in contact with a bed spread and left clothing fibers hair or other material on it the bed spread is preserved as evidence for this investigators use a crime scene kit properly prepared ahead of time with equipment such as notebooks measuring tape fingerprint kit plaster apparis containers labels and marking pens all the materials needed to identify and preserve physical evidence two officers identify and Mark each piece of evidence if possible directly on the evidence later in the courtroom successful prosecution of the case may may depend heavily on this important work at the crime scene no matter how carefully and exhaustively the investigators conduct the search it is possible that some piece of evidence has escaped their eyes to assure complete and thorough coverage the officer in charge switches assignments so that each zone is searched twice if the search has been conducted properly and thoroughly the team will have all the facts needed to reconstruct the scene of the crime and they will take with them all the evidence at the scene that may lead to the solution of the crime and apprehension of the [Music] criminal crimes are committed in rooms stores streets banks in woods on ships in the city and in the country anywhere that people can go attention car 883 investigate possible Hit and Run 2 miles north intersection of State 116 and Norwood Road 104 [Music] oh when the first officer reaches the scene of the crime he gives first aid to injured persons or determines if possible if death has occurred he keeps unauthorized persons away and takes immediate steps to preserve the original condition of the scene traffic is rooted either away from or around the scene when the search team arrives the officer in charge takes immediate command and quickly assesses the situation death has been determined the body is photographed in its original position before it is removed from the scene one officer is detailed to interview persons present at the scene he records each person's name and address and everything he saw heard and did at the scene the officer in charge instructs the ambulance driver to proceed carefully so that he does not disturb any evidence on the ground the victim's clothes may contain important evidence therefore he sends one of his men with the body to take custody of clothes and personal effects for laboratory analysis in an outdoor search the search pattern should should fit the type of crime in the terrain the pattern also depends on what kind of evidence is being looked for and how many men are available for the search in an open field with one main piece of evidence like a safe a circular pattern spiraling out from the main evidence in a search for other Clues and the direction of flight would be suitable but not in a hit and run case the Grid or double strip pattern covers the same sech area Twice first in One Direction and then in the other this pattern is good for large Square areas but not here in this case evidence may be strewn for quite a distance down the road the officer in charge selects a strip pattern the strip pattern provides a close and complete one-time search of a large rectangular area string is laid out to Mark search Lanes again a crime scene sketch is needed to relate the details into a composite picture during the actual search investigators looked particularly for broken glass tire and shoe prints paint chips dirt clouds broken loose from the car and any other evidence left behind by the car and its driver the team has only one chance to search and it is careful to find and collect everything that might be significant what appears meaningless today may be relevant tomorrow the search team proceeds slowly side by side until a piece of evidence is found the finder announces his Discovery and the search halts until the evidence is cared for each piece of evidence is reported to the officer in charge as he coordinates the search procedure it is not enough to find and photograph evidence of the crime scene the evidence must be carefully collected and maintained protected from damage and contamination and cared for so that the chain of evidence is preserved only then will it stand up in court each piece of evidence is identified and marked by at least two officers measurements are another important part of the record of evidence each measurement is verified by one other officer 38 ft 11 in as each area is searched the officer in charge moves ahead to plan the next step fresh tire marks indicate that the hit and run driver knew he hit something it appears that he stopped by the roadside came back for a look then took off but he left signs of his presence Tire prints are as distinctive and unique as fingerprints in court a plaster cast of a tire print can be identified with a tire that made the print and positively place the tire at the scene shoe prints are also lifted with a plaster cap again two officers identify the evidence and Mark it directly on the cast before it hardens two more items in the growing record of evidence some evidence reveals its Story Only in the crime laboratory paint smears May identify the make and year of the car finally the bicycle itself is identified so that it too becomes admissible evidence the Search is Over using proper procedures in a well planned and coordinated search the investigative team has found identified and preserved every bit of evidence at the crime scene evidence which may lead to the driver of the car any successful crime scene search assumes that the perpetrator has either taken something away or left something behind which may lead to his identification whatever he touches wherever he steps whatever he leaves behind can serve as a silent witness against him a carefully planned and properly conducted crime scene search will find identify and preserve every piece of evidence before it is removed from the scene some evidence may be sent to the FBI laboratory to reveal its full story under the scientific examinations conducted there because it was properly handled at the crime Scene It remains uncompromised part of the chain of evidence it is legally admissible in court and may be used to support the expert testimony of FBI laboratory special agents these are the silent witnesses that lead to the criminal and to his conviction gentleman of the jury have you reached a verdict we have your honor we find the defendant guilty as [Music] charge [Music] e [Music] [Music] for 125 that's negative William Moore who's asking police name's aens you're Mo all right that's how detective Akens became a statistic one of a dangerously growing number of police officers who are killed or injured while making an arrest aens was lucky he ended up in the injured column but that was because a doctor knew more about surgery than Akens knew about making an arrest or maybe he did know better but he made one common and often deadly mistake to him arrests had become routine he grew careless careless in trying to make a planned arrest single-handed just because his partner called him sick careless in search technique careless in using handcuffs caress because he forgot that making an arrest is the most dangerous job in law enforcement now let's take a look at a similar situation why at night no news is good news you big phony all you live for is a good pinch anything not to have to listen to you all night Bowman hey cut back into that burger joint there was a gray convertible could be the one they think that salesman Eiser stole over on 34th Street a couple of hours ago any dope on it yeah slow down a minute burglary warned out of Criminal Court good mug shot 4in cut scar right side of face easy make any gun didn't say okay car 21 going 106 investigating suspicious vehicle Eis now what hey I can't see police officer Sheen and Bowman you're under arrest Eisner there's a warrant out charge charging you with first-degree burglary put up your hands turn around slowly take two steps backward now lean against the car and spread your legs way out and way back professionals One Man In Charge in doing all the Talking clear forceful all business the subject knows he's under arrest and why there's no doubt in his mind about what he's expected to do or what will happen to him if he doesn't he searched thoroughly and methodically the search though complete is a preliminary one and no substitute for a later strip search the restraining officer should stay as far apart from and behind the subject as possible always check the Cuffs for proper fit and use the double lock to prevent any accidental or self-induced over tightness [Music] when a subject is apprehended in possession of an automobile be sure to search the car incidental to his [Music] arrest make certain that the subject's car is completely secured following the search this could be a vital point in a later Court proceeding always place the subject in a vehicle as far from the driver as possible in other words never give a criminal an opening he may use it how did the patrolman make out very well because they took nothing nothing for granted never got careless they knew that uniforms and jurisdictions change but hoodlums don't but what of the nonprofessional criminal far removed from the hoodlum mentality the subject For Whom the arrest warrant is the first black mark on a lifelong record of respectability what can be expected of [Music] him [Music] d Alfred Alfred look tuna fish I negotiated uh another little loan at the company today Alfred of course most of the proceeds went into our retirement fund but I held out enough for a little celebration the Auditors left today and not one word about our fund we're safe for another year nothing they couldn't have Mr me anything you say from now on can be used against you in court I I know I know it's all right uh Mr me yes the can opener oh of course would you raise your arms a reactions to be expected of any subject no matter what his background or appearance other reactions include flight and peaceful submission with Rescue by a Confederate there are as many more as the imagination of desperate men can devise it is your duty to be ready for any of them detectives case and Hester were not as a result they died and so did the subject for whose safety they were responsible from the moment he was placed under arrest Big City detective or small town officer under the law every arresting officer has this same responsibility he should not allow his personal feelings for the subject his respect for Community status past friendships or misplaced sentiment to interfere with what he knows to be proper arrest techniques to protect himself and the subject let me have that warn Bob Arnell tells me you've been out to Thompson place before when I was a kid chief my daddy used to work for Thompson Furniture you know the big party for all the company kids following an arrest should therefore be given very careful consideration deny or closely supervise any requests for water use of the bathroom articles of clothing and the like Thompson's attempt at self-destruction was thwarted by the arresting officers a difference training planning alertness a triple play that gives the best Assurance of a successful arrest the Romans had a saying CIS pacum parking lot attendant and a bell boy they sent out for beer and sandwiches I've got a command post set up here in the manager's inner office he's very Cooperative the stakeouts are in position a Recon crew is out in the panel truck making a cover and Escape Route survey with a 60-second camera they should be coming in any minute what are you doing about clearing the surrounding rooms the manager's calling all the people into his office on a pretext when they get there Lieutenant Tully explains they're putting them in the dining room with food and television that's it sir okay Pete come on in with a panel truck we'll be waiting for you in Squad room one Fairington yes sir Kramer's lined up a hot one meet me in Squad Room 1 in 15 minutes and bring your heavy [Music] Squad now are there any questions concerning The Raid area any questions at all about any phase of this operation all right now I want each of you to come up to the board and show me just what you'll do from start to finish
