hello everybody I'm skip Alzheimer welcome to the AV geek lunchtime streaming show where we watch old 16 mm films and uh today is my last day in Austin Texas I'm making my way back today um obviously this is pre-recorded but uh we were at Fantastic Fest Katrina and I uh I did I was had a board meeting with AGA the American genre film archive which is based in Austin and then I did a screening of a bunch of clown clown films which went over really well and um just kind of saw some old friends and made some potentially new interesting idea uh relationships uh we'll kind of see Katrina and I uh won or we got honorable mention in a uh karaoke du uh competition which uh we were not expecting but uh had a lot of fun it was very hot here and it was just draining but uh was really quite amazing so if you're ever in Austin in uh September around this time of year uh check out fantastic Fest uh so behind me is uh um some severed Amish heads uh that were from a uh wax museum that was dedicated to Amish culture and it was supposedly it was a uh the Tableau was a Amish classroom so um the place that we're staying at has some of these uh heads uh and it's not creepy at all uh I should say that there is a place where there's full bodies and those are very creepy but this is uh this isn't so bad I'm not I'm not worried anyways uh we're not here to talk about where I'm staying what I'm doing uh we're here to talk about some uh old 16mm films and the first one we're going to watch is called a true standard which is about I believe the National Bureau of Standards uh which is fascinating actually the idea that you have a bureau that's set up specifically to guarantee and maintain uh weights and measures and to make sure that we're all uh bargaining and talking about the same values when we're uh exchanging money for goods uh the next film we're going to watch is a an aid to a better way of life and this is about home health aids and um basically it was a government program to try to get health aids to help uh people uh especially women who are pregnant or other other folks who basically were not you know going to the doctor but needed someone to come to where they were and to help them and that certainly is something that I've seen the value of that now um because some people are stuck at home so this is uh this film is kind of an interesting uh look at that uh in the 70s and then uh this film last film is called seven steps to victory and uh this is about campaigning uh I believe for Barry Goldwater and it's trying to talk to middle class couples and families to talk about how they can canvas their neighborhoods and uh get the word out about Barry uh so uh fascinating film and uh I'm not supporting Barry Goldwater in this election and I'm not going to say who I am supporting but uh just a reminder uh now is the time to make sure that you're registered to vote and to make make sure that you vote if you you're given an opportunity to vote early uh do that um please register and please vote especially for your local folks because they are the ones who um actually affect you more than uh National so uh just put that out there I'm not saying who you should vote for um in North Carolina we are having uh Insanity uh going on with our elections but anyways um but so I'll be flying back as you watch this and uh I'll be excited to be back hopefully at the archive I think that uh there's going to be some tree cutting going on um potentially uh it depends on the weather uh but we'll see but I'll be back in Raleigh nonetheless so thanks everybody for take care [Music] by modern Commerce is founded on accurate weighing and all weighing should be based upon a true standard whether the small boy Spends His dime for Candy by the ounce or the junk dealer buys his scrap iron by the pound whether the doctor prescribes his medicine by the grain or the fuel dealer sells his coal by the ton the standard must be the same weighing requires scales particular scales for particular jobs scales are mechanical devices because they are subject to use and to Mis use they can become inaccurate to check on the continued accuracy of scales state and local governments operate Departments of weights and measures these departments maintain standards of weight and their trained inspectors visit all businesses that use commercial scales weights and measures supervision helps protect the buyer against short weight and this supervision also helps protect the merchant from accidental loss of his profit supervision requires scale testing such testing is done by placing weights on the scale and seeing that it indicates correctly though the value of this service is unquestioned many an inspector has been asked as this one is is now being asked how do you know your weights are accurate well the story of my test weights begins in France actually in inev the suburb of Paris where the international Bureau of weights and measures is located the international Bureau is supported by the principal nations of the world including the United States this Bureau has custody of the international kilogram a kilogram is a metric weight equivalent to about 2 and 2/10 United States pounds the international kilogram kept by this Bureau is recognized as the reference standard for the entire world the kilogram is kept in a deep underground Vault below this laboratory building and it's to this laboratory that subscribing Nations bring their own National kilograms for periodic comparison the international kg is a simple cylinder having the same diameter and height about 1 1/2 in for maximum constancy it's made of an alloy of platinum and aridium and it's carefully protected from any possible damage in this country we keep our national standard of weight in Washington DC where Congress has designated the National Bureau of standards as its custodian the bureau is also o responsible for the National Standard of length and many others like radioactivity and temperature and electrical frequency standard our national kilogram is a precise copy of the international standard it's known as kilogram number 20 and the bureau keeps it under special protection in a vault from kilogram number 20 scientists in the bureau's mass laboratory have derived through a series of precise steps their working standards including both pounds and kilograms such standards are used for the actual comparison of weight sent to the Bureau for calibration to make calibrations with the required Precision the mass laboratory is equipped with balances of various designs and capacities from this tiny balance capable of accurately determining differences of less than 1 millionth of a gram to a large specially designed 50 lb balance capable of precision of one part in 20 million state laws including ours require that reference standards be sent periodically to The Bureau for certification large or small standard standards are not perfect the bureau's calibration establishes the correction for a standard this correction is the amount that the weight differs from the theoretically True Value after calibration at the bureau the state reference standards are returned to the various States each state uses its reference standards at regular intervals primarily to verify the accuracy of the State office working standards this is done by a method known as comparison by substitution which leads to a precise determination of the values of the office working standards last winter when I visited the state office the deputy was just starting a calibration of one of our state office working standards using the method of comparison by substitution this procedure requires the use of a special calibration record sheet in the substitution method the deputy places the reference standard on one balance pan and then counterbalances it by a weight on the opposite pan then he closes the case so that air currents won't cause inaccuracy instead of allowing the pointer to come to rest he uses a more ACC accurate and a more rapid method first he observes and Records the pointer swings and then by calculation he finds what is called the rest point the rest point is the point on the graduated scale where the pointer would come to rest if the deputy allowed it to swing until it stopped next he substitutes the office working standard for the reference standard substituting one weight for the other eliminates the effect of any inequality between the two arms of the balance after the deputy makes a new set of observations he calculates a new rest point if both rest points are the same it means the weights are equal inue value however in most cases there is a small difference so the deputy adds a small weight and finds a new rest point this step is for the purpose of translating the difference between the two standards in terms of Divisions on the graduated scale to a different in terms of weight units finally to check against possible shifts in the condition of the balance that might cause errors he uses the state reference standard again to determine a new rest point once the deputy has made all his observations he deres the value of the office working standard the calculation takes takes into account the known value of the reference standard as supplied by the National Bureau of Standards the precise value of our standard was found to be 2B plus 2 hundreds of a grain an error of only one part in 700,000 One Step remains between the office standard and my Cube weights periodically the deputy checks them to see if they're well with intolerance after making a determination using the office standard he substitutes the cube weight and then he watches the direction and the magnitude of the pointer swing next he adds a tolerance weight and again he watches the pointer swing in this way he establishes whether the weight is within tolerance that is whether it stays within the limits of error permitted if the field weight doesn't meet these requirements he adjusts and retests it incidentally the Tolerance on my 2B field weight is five times that on a 2B office standard but even so it amounts to only one and a half grains and a grain is only 17,000 of a pound when field we meet requirements each is stamped with a seal of approval the weights are then ready for field use by an inspector they're used to check commercial scales like this one from zero to capacity yes the weights and measures inspector knows that his test weights are accurate he knows that in every step in the progression from the international kilogram in Paris through the National Bureau of Standards to the sealing of his own weights due care has been taken to ensure the translation of True Value from standard to standard he knows that his weights are without significant error for the testing of commercial scales and when this trained inspector uses these weights to test a commercial scale he is confident that his seal truly means that the scale has been found accurate [Music] this is Shirley Simpson today she will save a child's life [Music] [Music] this is Manuel darari today he'll help a frightened young woman get needed medical attention this is Max priman today he'll help a family achieve better living condition who are these people what is it that places them in a position to influence so closely the lives of others they're not social workers they're not visiting nurses they're not inspectors they're Health educator AIDS a member of the health Team these are people who care about other people these are people who want to help their neighbors live better more helpful happier lives what do these Health educator AIDS do they offer assistance to people who need help before they can help themselves they give help to to strangers in the city who understand little of urban living they give help to people with limited incomes Chicago is typical of every large American [Applause] city there are numerous problems here in the poverty areas as in every urban center one significant way of doing something about some of these problems is through the work of of the health educator AIDS this is the neighborhood where we work this is where the people who need our help live Shirley Simpson and Maxine Collins make up a typical Health educator Aid [Music] team they work together or individually as each case [Music] requires good morning morning m colge m Simpson I'm glad you are here as you know we have had trouble in our area with lead paint this Smith Liv the AIDS find out about people who need help in many ways through friends neighbors Board of Health referrals or from here the urban Progress Center call me soon as okay fine thank you in buildings like these there are people with health problems people who need our help who is it to help come here yes how are you are you when we check the apartments we discover lots of things it's quite common to find potential lead poisoning cases yes we have a lot of them have the children been eating any of the peeling P well the little one always picked up everything and put it about M have you noticed any change in her no not really yet you know it that lead poisoning causes different type of illnesses where where is the peeling pain it's here in the bedroom and all over this family father mother four little children just had no way of finding out about lead poisoning until it might have been too late M Smith since you think the children have been picking up the peeling paint I do think they should go to the hospital and be examined and I'll even call for a date for us and I would go with you if you will take the children to have them tested at the hospital I hate to put you to all that trouble oh I don't M that's my job Mrs Smith we're going to send Nancy D for an x-ray every child who eats plaster or paint who comes to this Clinic mus go down for an x-ray and we'll look at it together in about 20 minutes when you bring it upstairs okay doctor what do you look for in the X-ray there are two things that we look for first to see whether the child has any particles of plaster that he ate in the last 2 or 3 days this child has a few particles in the rectum this is her brother and as you can see the rectum is filled with particles of plaster now this not lead but plaster that you are looking at the other thing that we look for are lead lines in the bones If the child has eaten a lead containing material for a long time for several months the lead is deposited at the ends of the bones and you can see these very heavy lines in here your child's blood lead was so high Mrs Smith that we are going to have to start treating her today the baby isn't sick the object of our program in screaming the children for elevated blood lead is to find them before they get sick when they get sick it's too late some children never do show convulsions or any other symptoms but they are mentally as a result of eating so much leg while Nancy stays at the hospital the health educator AIDS help Mrs Smith take immediate action to get rid of the deadly paint chips to help prevent any further lead poisoning do you see how to do this Miss Smith how I'm doing this you see all this this is a this is the way you can protect your children from healing at and just take it and just put it down but Shirley Simpson isn't through yet she confers with her supervisor who will make a referral to the building department to report the condition of the housing on Prairie Avenue then she tracks down the building agent we try to get him to see that the family is keeping their part nice and clean and that they aren't planning to move soon these are very good tenants that you have would you supply the lead free paint for their Apartments be more than glad to anytime a tenant is interested enough making better to place people ask me what kind of satisfaction I get from this job it's when I've helped a family help themselves it's when I see people get a little more pleasure out of life it's when I see a healthy child that's the greatest satisfaction of all because the same week that she had that my a boy died that same week the same night she this is why I like the job so well because I can save children's life like Nancy black children white children children of all Races are often helpless victims of problems that plague our CI even unborn children such as the one Mr de is learning about from a neighbor you help me says the woman now maybe you can help the young girl who lives next door in Mr drc's neighborhood many people cannot speak English many are unaccustomed to living in the city many have problems and do not know where or how to get help [Applause] Mrs Rodriguez tells her that Mr diar is a health educator Aid and understands she has a problem can he help Maria is 17 her husband is 28 she is pregnant she has no doctor she's heard it will be expensive to go to the hospital and have the baby they don't have the money her husband has no insurance he is paying child support for his two other children they've been married only 11 months Maria is worried and frightened and she has good reason she knows she needs medical help she doesn't know where to get it of course help is available Mr DIY will put the wheels in motion she should have had help a long time ago but if it's never too late what Avenues are open to health educator AIDS first he calls Mr Robinson his supervisor who arranges for a case worker to help Maria how are you good uhhuh all right give me that address again then he'll direct her to free prenatal care at a nearby Board of Health Clinic there they will help make arrangements for the baby to be delivered at a hospital Maria and her husband need legal help too and monwell drcc will see that they get it she have oh she's been already very good very good now did she see a lawyer yet about these other problems that she okay why don't you take her over to the progress Center and have her meet the legal aid sta but Mr DIC isn't through yet he asks for help in obtaining furniture for the young couple life will be a little better a little more comfortable a lot less [Applause] frightening there are a lot of problem here we know the problem and we know what we can do to help the people in this neighborhood that what I took this job to help our community and [Applause] people this is Max prax neighborhood at first glance it looks like any other neighborhood but looking closer it shows the signs of congestion and neglect surviving here is a day-to-day struggle but not for the rats they Thrive this kind of environment does not lend itself easily to rodent controls so long as people literally throw out their garbage the rats will be their dinner gift the city crew is closing r H in this area but it will stay free of rodents and insects only as long as attendants help in some areas it may be better to begin roading control before cleanup gets started but killing rodents and roaches is only part of the solution you can't keep them out unless the area is kept clean and the buildings are kept in good repair so the road and control people have check on areas they've worked on to help the tenants keep things clean said There are 16 units housekeeping is very poor throughout the whole building understand my friends asked me why I'm a health educator a I'm trying to demonstrate the families the value of cleanliness and good sanitation practices of not dumping their garbage in their yards many people are are from farming or Mountain areas where this may have been widespread but it's not considered acceptable for any area especially in the cities where people live closer together you just can't throw out garbage in the city we explain that to the tenants and we make sure the landlords provide trash cans then we try to make sure the tenants use the cans then that's their responsibility but it's more than that it's a way of living that affects everyone in the neighborhood if this lady lets the dirty dishes stand then Roes will come pretty soon everyone in the building have them who is it hello how are you how do you feel I feel better how's the baby well he's a lot better he's over his diarrhea now oh fine have you had them for the shots yet over the center uh no well uh the woman from the open progress came yesterday to take them out uh my three-year-old son and the baby but he had a cold but I got an appointment for next oh fine who paints this room I did oh M and uh I bought the paint myself and Iain I need another C on the ceiling oh it's beginning to look fine how's the bathroom looking well uh they fixed the sink the water and um the plaster is still the same they haven't fixed that yet may I see it please oh sure thank you I see that these holes are bigger than they were the last time I saw them yes well they are because the keep falling into the bath oh how about the hot water you get any hot water no there's none in B there in the same I see I'm going to see the janitor and I'm going to see that you take care of that hole in the bachom and you keep after him and and we'll get it done oh hi fellas how are you David hi Gary fine how school fine that's good hey You' been going over to the priv center lately yes what do you do there uh we draw we play we have a lot of fun games and this is typical of the work done by Health educator AIDS in Chicago and it's typical of the People Too people like Shirley Simpson wife mother of three she's going to college part time Manuel diari ex factory worker he moved here from Puerto Rico in 1956 Max primac ex- salesman he's been a health educator aid for a year the basic requirements for becoming a health educator Aid in Chicago are a high school education and a sincere interest in people the health educator AIDS know that serious problems exist in our community and they discuss them at weekly meetings but they do more than talk they go to work to get the job done the job of helping people who live here help themselves to live better the examples we've seen take place in Chicago the problems we've seen exist in every American city the health educator Aid has proved to be a significant force in helping people solve these problems [Music] [Music] ladies and gentlemen here is Senator John Tower I want to thank all of you for attending this highly important meeting tonight I've traveled the length and breadth of the United States I've worked in political campaigns all over the country and I can tell you that there's no more important aspect of a successful campaign than a thorough canvasing now canvasing is I think vital to the success of a republican campaign in Texas in November this year I hope that you will follow diligently the instructions on canvasing that are given to you in this film and the instructions on the use of the information obtained in canvasing that you will see in the kit seven steps to victory that's about to be given to you now this is more than an election this year I think the salvation of the country the salvation of the Free World is at stake I think that constitutional government must be restored that we must stand up to the Communists I think that Barry Goldwater being the great Patriot the man of deep conviction and principal that he is is eminently and highly qualified to lead America to a position of great leadership and in this world and to restore individual uh freedom of choice in the United States I think by a successful canvasing effort you can do a great deal toward putting Barry Goldwater in the White House this fall now what is politics and how do we win an election this is politics and a useful way to attract votes this is also politics but this is the way you win an election [Music] the foundation for successful canvasing is laid many weeks in advance when the county chairman carefully analyzes each Precinct in his County he knows that attempting to Canvas all precincts is both impossible and wasteful some will vote heavily against against us no matter what we do so why risk stirring up the competition using the past voting records as his guide the chairman finds precincts which are ours or potentially ours one of those precincts is number 12 with Barry Bush toow as its chairman its voting record shows that about one half of the vote went Republican in 1962 this establishes a formula for victory Barry is given the seven steps to victory kit supported by experienced Council he heads home where his wife an important partner in any Victory team is ready to do her share first the canvas cards are typed up from the list the telephone directory is used to check spelling and add the telephone number after typing and checking the cards are placed in geographical order Street by Street house by house just as the canvassers will work them finally 30 cards are counted from each stack as this is the maximum number canvases can work in one evening the canvas chairman swings into action and calls each Precinct chairman she learns Barry is ready and switches him to the scheduling chairman the scheduling chairman makes sure that no more than three to four canvases are going in one night for the sake of more orderly recordkeeping and the efficient use of personnel Barry asks for October 14th a quick check of the calendar shows it's clear the canvases will meet at Barry's home at the established time of 6:30 p.m. the scheduling chairman notifies two other key persons the first is the recruiting chairman who has commitments from couples who will canvas one night each week during the campaign she assigns the number of canvases requested by Barry he has 150 homes in his pre in and each couple Works 30 cards he asks for five couples a list of the canvases is mailed to Barry and the scheduling Chairman's telephone assistant notify the canvases of their assignments on Saturday prior to each week secondly the scheduling chairman tells the kits and materials chairman that five canvas kits will be needed in Precinct 12 one for each couple the kits and materials chairman is careful to use only authorized materials they are brochure from party headquarters bumper stickers absentee ballot information not atome door hangers two official name tags the completed kits are boxed up and the precin chairman is notified to pick them up 2 days before the canvas in Precinct 12 the bush towers are visited by the advanced calls chairman we sure we're glad to get your call Henry I think this Advanced briefing is going to be a big help to both of fine Barry that's the purpose of my visit so far you've talked to the county chairman the canvas chairman and the scheduling chairman and through those key people you've been assigned canvases by the recruiting chairman have you called your canvases to be sure they're clear on the night and on the time yes sir I did that today and Peggy called the women to remind them to be sure and wear low heels and to bring flashlights fine and what about your workers kits I picked those up last week and I checked the contents and I've counted everything so it's all in order good then your canvas cards are in the kits and already in geographical order that's all done and have you written your name on the night at home door hangers oh no I haven't gotten to that yet well you've done a fine job on everything else and I'm sure we're going to have a fine canvas and we're going to get more votes in box 12 than that can steal in box 13 if I could have your attention now we'll try to get started so we can stay on schedule first of all let me thank you all for coming out tonight to take part in this canvas as you came in the door I believe you received your canvas kits which you've been going over I thought before we started we would take a minute to run through the instructions on the back so everyone knows the right way to Canvas first canvas and couples do not split up second call only on houses assigned to you we don't have time to waste in getting off the path and making calls twice third using your flashlight check the name of the householder before you go to the door so you can call the People by name fourth now some people will be friendly others neutral and others definitely will be not far us regardless of their reactions remain friendly and don't argue a smile is our most powerful weapon fifth don't write anything down in front of the householder that makes the whole thing look mechanical do it after you have left the home and before your next call Sixth leave only the material furnished in the kits the official materials have been carefully written for maximum Effectiveness by people who are Professionals in this line let's not ruin a good sales talk with amateur brochures which may backfire and seventh don't go in the house we just don't have time make your pitch and then leave I noticed the door hanger has your name and number on it don't you want our names in it too that's right Martha you do that at the door put your names at the top of the megaphone it is only courtesy and good politics to let everyone know that we stand up for our candidates by name also you leave the door hanger and brochures are there any thought that my one vote counted for very much to help you decide let us give you some of our brochures about our candidates which will tell you where they stand on the issues might be interesting maybe maybe I'll have time and no maybe my wife can read it too thank you sir it's been nice meeting you well you're welcome good night thank you for coming by you know this the first time anybody's ever asked me for my vote boy no wonder we had problems I'll mark him undecided you know if we're the only ones to show an interest he just may vote our way I think he was impressed say we've got a anyway you Republicans have a lot of nerve busting into my home in my house I wouldn't vote for goldw water if he were up for dog catcher how about George Bush maybe we count on you hey come back here Bill remember what the precinct chairman said we can't waste time on Hess people okay that's the third knock and the house looks dark yes they're not home well here goes our first door hanger let's see the brochures are in and our name's on it honey we're going to start we can have your attention now we can sit down and finish up our tally and then we have some refreshments for you and we can all sit around relax and visit now while Peggy is passing out the tally sheets I'd like to thank you once again for coming out tonight you've done your country and your party a real service and I know that we can count on Victory in November in Precinct 12 thanks to the ground work that you laid tonight now the tally sheet is the record of how well we did using your your voter canvas cards fill in the totals we need to know how many were far goldw water how many against him and how many undecided we also need to know the same information for George Bush fill in the total households you visited and those not at home and any other remarks that might be helpful within a few days Barry and Peggy will have a canvas cleanup to call on homes not reached the first time they'll find their own clean up workers from their friends and neighbors this should be done as soon as possible before the trail gets cold after two attempts the noted homes are pretty well worked down then as a last resort Barry and Peggy get on the telephone to try to catch the last ones 100% contact is possible so they make it their goal now the attention swings back to County headquarters where we see how the information canvassers gather helps win the election the election day chairman and her helpers have filled out special call sheets from the set of canvas cards which were returned to County headquarters as the cards the call sheets are filled out and in geographical order anyone who indicated they were for both or either candidates mentioned in the canvas is called on Election Eve the calling starts at 6:00 p.m. and ends promptly at 900 p.m. the conversation on Election Eve should go good evening Mrs trueblue this is Virginia Newman I'm a volunteer calling to remind you that tomorrow is election day please vote early thank you the results of the call are noted it's best to do all the calling from a central point personal interruptions can occur at home or in a smaller sub office it is now election day and the telephone room again goes to work at 1:00 p.m. either the same volunteers or a different group if necessary is issued the sheets and everyone is called again at 400 p.m. the calling stops momentarily carbon copies of the call sheets are torn off and given to dispatchers these carbons are carried to waiting drivers the driver carefully looks over the sheet marks the names of those who have not yet voted who were indefinite or who did not answer the call the driver will make personal calls on each of these meanwhile the telephoning starts over again
