1980’S U.S. ARMY CORPS OF ENGINEERS RECREATIONAL & BOATING SAFETY

Produced by ent/gates films, inc. of Buffalo, New York, this film "An Interest in Safety" was presented by the U.S. Army Corps of Engineers. It describes recreational opportunities at a Corp’s facility in Arkansas, and highlights tips to ensure safety while enjoying vacation stays. It opens with a span of the Army Corp of Engineers facility (:58) which many travelled to for summertime vacation. The Corp has an interest in the natural settings of environments such as this and also held an interest in the public’s safety (1:12). Two women enjoy water skiing (1:24), a man swims underwater with scuba gear (1:31) and a fisherman lingers at the edge of the water (1:34). A family car pulls into the to the Dam Site Recreation Area (1:53) and the man checks to ensure the trailer is securely stationed (2:00). On the campgrounds a boy collects fire wood in the daylight as a safety precaution (2:04) and a woman unloading her groceries has only few pieces of glassware as it was best to keep them to a minimum (2:09). A fire extinguisher is set on the ground nearby as a man fills a container of gasoline (2:27) and it is important to use a proper container for the gasoline. When cooking foods over a flame, it helps to keep the handle turned away to prevent accidents (2:39). Boaters are seen in life preservers and all safety equipment must be on board and up to date as a Coast Guard boat rides up to it (2:58). The boaters undergo a courtesy inspection at the U.S. Coast Guard Auxiliary Courtesy Motorboat Examination Station (3:19). Here the fire extinguisher, running lights (3:41), life jackets, horn, anchor, bailing device and first aid kit (3:56) are all checked and accounted for. While his boat is undergoing the examination, one man fills out a float plan which is done in order to notify officials of your planned route in case of emergency (4:04). Water skiers in ski vests use hand motions to signal to one another prior to taking to the water (4:31). The safe starting method for this water sport begins with a slow even acceleration (5:01). An observer is on board here watching the water skiers for any incidents and in some states, they are required to be on board (5:45). As the boat moves through the water, the operator watches out for dangers such as fishermen, other boats, any water obstruction (6:01), and for water safety markers (6:16). When both of the women fall off the skis (6:28), the proper recovery method is shown beginning with the operator circling the skiers until they are on his side of the boat (6:39). A qualified scuba diver (6:45) teaches a young couple safety measures as there is not much room for error in this water activity. A marker flag is set out to warn others that there are divers below and they must remain close to this marker (6:58). All of the equipment including the depth gauge (7:19) and knife are checked prior to start and the couple is seen testing the buddy breathing technique prior to diving (7:33). An unattended boat is taken out by teenagers who through horse play, overturn the boat (8:17). Luckily a family nearby sees the incident and jumps to action using long poles and boat oars (8:55) to pull them from the water. The campsite bulletin board is pointed to which housed the activities, events and points of interest in the area (9:21). On one of the area’s many nature trails, a red cedar tree is pointed out (6:40). A water safety instructor teaches kids to swim (6:55). The area had many rescue stations set up for emergencies (10:02). Nighttime entertainment in the area include showings of travelogues, cartoons and safety films (10:09). These facilities are patrolled by cooperating law enforcement agencies including the Arkansas State Police (10:25) as well as the Sheriff (10:37). One of the cartoons which the Army Corp of Engineers had designed to aide in education on safety measures follows (10:51). The film begins to wrap up as a vacationer uses a trash bag to collect waste from their trip (11:12). It concludes after a credit screen thanking cooperating parties which made the film possible (11:31).

Millions of Americans inspired by visions of clean air and pure blue water will be taken to the nation's many campgrounds, waterways, and other recreational areas. Some come for peace and quiet. Some come for active sports and all come for enjoyment. Many will come to areas like this, an Army Corps of Engineers facility. The core has an interest in our country's natural beauty and through planning and design affords many opportunities for outdoor recreation. The core also has an interest in safety. [Music] Whether you come for water skiing, scuba diving, [Music] [Applause] fishing, or whether you just come to take it easy, there is a reason for safety. Preparation and planning begins as soon as you arrive. Your attitude and interest in doing things safely can make your visit to a recreational facility an enjoyable one. Like making sure your trailer is securely stationed, gathering your firewood during daylight hours, and keeping your glassear to a minimum. A cut from broken glass could ruin your day. Don't let your appetite and eyes overtax your muscles. Be cautious with gasoline and make sure you use a proper container. Always keep a fire extinguisher nearby. Ah, there's nothing quite like the smell of frying bacon, but keep it in the pan. Be sure to turn the handle to one side to avoid accidental tipping. Okay, cow's out of the way and you're out to have your share of the fun. Have you brought along all the required safety equipment? You never know who may drop by unexpectedly. There's no crisis since this boater knew what equipment was required and had it aboard. In this case, it turned out to be just a friendly suggestion to undergo a complete courtesy inspection. The Coast Guard Auxiliary through the cooperation of many marinas and facility operators provides such a service. It's a good opportunity to ensure that all of your equipment is ship shaped. Fire extinguisher Running lights, life jackets, horn, anchor, bailing device. Being equipped for any emergency is the mark of a thoughtful skipper. While your craft is getting the once over, it's a good idea to fill out a float plan. In the event of an emergency, this will alert officials to your intended whereabouts. D. [Music] Do [Music] [Music] Posting an observer is always a good idea and in some states a requirement. She may alert the operator to possible trouble with stern while he keeps a constant eye ahead. safety is especially important here. There isn't much room for error 20 ft below where visibility is limited. Make sure you post a marker flag. Everyone will know there are divers below. Make sure you stay close to your marker. Always use the buddy system. It helps if your buddy happens to be attractive. [Music] Before you go too deep, check all your equipment. depth gauge, knife in case you get tied up, and by all means, practice buddy breathing before you need it. It could save your life. [Music] But you know, no matter how much you talk about safety, there are always those who seem to think it doesn't apply to them. Or maybe they just don't stop to think. [Music] Uh-oh. That unattended boat is certainly an attractive nuisance, especially when you're just 16. Horse play and water don't mix. [Applause] [Music] Lucky for these kids, there's a responsible and able family nearby who know elementary forms of rescue. This little lady knows that you can help even if you can't swim. [Music] Thanks to the nearby family, nothing too serious resulted. And the teenagers may think twice before attempting this thrill again. After an exhausting day, there's nothing more enjoyable than a warm, cozy campfire. Time to think about your activities for the coming day. The day's events at a core facility are planned around a campsite bulletin board. The core provides information about activities and points of interest at the project. Part of the family may like to take advantage of a wellplanned nature trail. [Music] [Music] The core provides safe facilities and seeks out and cooperates with other agencies interested in safety. The facilities are designed and operated with safety as a prime objective. Rescue stations like this guard against possible tragedy. Entertainment in the form of evening movies to include travalogs, cartoons, and safety films is informative as well as enjoyable to old vets and tenderfoot campers alike. Core of engineers facilities are constantly patrolled by cooperating law enforcement agencies offering assistance and emergency aid to the visiting public. This permits you, the camper, to relax and enjoy all that's offered. Yes, the CPS has an interest in your safety and they're trying to let you know. You may remember these nationally distributed TV spots designed by the core to help you be a little bit safer. Don't overpower your boat and don't overload it with people and gear. Have fun with your boat this summer, but remember the core of engineers is interested in your safety. So use and enjoy core provided facilities. And at the end of your stay, please leave the area as you found it, ready for the next group of visitors. A little knowledge on safety and outdoor courtesy can go a long way in helping you enjoy the out ofdoors and to return home safely.
