The film's theme is that "America has an abundance of food, but in the midst of this abundance there have always been hungry people. Their's is the tragedy of 'Plenty that is not Enough'." The harvesting of food crops, the meat packing industry, milk from the farm to the kitchen, lunchroom service in the various schools are all shown.
