Shows citizens in Tifton, Georgia who meet in a 20th Century version of an old American idea, the town meeting. Committees cover every phase of life in the community: agriculture, business, education, etc. Witnesses meetings of the above communities and interviews both leaders of the community and ordinary citizens about their participation in OPERATION S.U.R.G.E.
