Nach der Kommunalwahl entscheidet sich die neue Mehrheit im Gemeinderat für den Bau einer Umgehungsstraße. Von dieser Entscheidung aber sind Anna, Jo und ihre Freunde betroffen, da die Straße genau durch ihr Spielgelände und ein intaktes Biotop mit Froschteich verlaufen soll. Gemeinsam mit ihren Eltern lernen die Kinder schrittweise, wie man handeln muss, um seine Interessen mit demokratischen Spielregeln zu wahren und sie gegebenenfalls durchzusetzen.

After the local elections, the new majority on the local council decides to build a bypass. However, Anna, Jo and their friends are affected by this decision, as the road is to run right through their play area and an intact biotope with a frog pond. Together with their parents, the children gradually learn how to act in order to protect their interests with democratic rules and, if necessary, to enforce them.
